AMENDMENT TO DEPED ORDER NO. 006, s. 2023

(Guidelines on the Implementation of the Joint Delivery Voucher Program for Senior High School Technical-Vocational-Livelihood Specializations for School Year 2022-2023)

1. The Department of Education (DepEd) issued DepEd Order (DO) No. 006, s. 2023 titled Guidelines on the Implementation of the Joint Delivery Voucher Program for Senior High School Technical-Vocational-Livelihood Specializations for School Year 2022-2023 to provide directions to the implementers, partners, and beneficiaries of the Joint Delivery Voucher Program for Senior High School (SHS) Technical-Vocational and Livelihood Specialization (JDVP-TVL).

 

2. RA 11975 (GAA FY 2024) and RA 12116 (GAA FY 2025) have allocated funds for assessing SHS learners in the TVL track and issuing National Certifications at no out-of- pocket cost for learners. Consequently, the cost of assessment previously covered under the JDVP-TVL voucher, will now be shouldered by Technical Education and Skills Development Authority (TESDA). To reflect this adjustment the following provisions of DO 006 s. 2023 are amended as follows:

C. Amount and Coverage of Vouchers

 

21. A JDVP-TVL voucher shall be granted to the beneficiaries in the qualified public SHSs in the amount of twelve thousand pesos (P12,000.00) per learner-beneficiary.

 

22. The JDVP-TVL voucher shall cover the training costs for 320 hours per learner in any one or combination of one to four specializations taking into consideration TESDA Circular No. 12, s. 2017 and the TVL Specialization already taken. This shall cover tuition and other expenses (e.g., learning materials, consumables for the workshop, operational and miscellaneous) for the TVL training needed to complete the applicable specializations for Grade 12. The cost of assessment for the National Certification shall no longer be covered under the JDVP-TVL as it is now shouldered by TESDA.

 

24. DepEd shall issue implementing guidelines for the Quality-Assured Assessment for the National Certification of Learners in the Senior High School Technical-Vocational-Livelihood Track.

 

25. The cost of the assessment fee shall be determined by TESDA, in accordance with its latest policy and guidelines. The assessment shall be billed and processed directly by TESDA upon submission of the application form and other required documents to TESDA Provincial /District Office. The learners and schools shall be guided accordingly on the procedures for assessment scheduling and certification issuance.

 

3. These amended provisions shall have retroactive effect starting School Year 2024-2025 to cover all eligible learner beneficiaries within the School Year. Any assessments conducted prior to the issuance of this order shall be subject to reconciliation based on TESDA's allocated funding for assessment costs.

 

4. All provisions stated in DO 006, s. 2023 not affected by these changes shall remain in effect. Moreover, all other provisions and related issuances that are inconsistent with this Order are deemed repealed, rescinded, or amended.

 

5. This Order shall take effect fifteen (15) days after its filing with the Office of the National Administrative Register (ONAR) at the University of the Philippines Law Center (UP-LC), UP Dillman, Quezon City or its publication in the Official Gazette or a newspaper of general circulation. These guidelines shall also be published in the DepEd Website.
