For School Year 2024–2025, the PMES tool has been refined to better align with the Philippine Professional Standards for Teachers (PPST), ensuring a fair, objective, and consistent evaluation process.

🔍 What Is the PMES Tool?

The PMES Tool outlines objectives and performance indicators to assess the performance of Proficient Teachers. It revolves around Key Result Areas (KRAs) and emphasizes three major components for rating:

  • Quality (Q)

  • Efficiency (E)

  • Time (T) (for some objectives)

All ratings are based on a 5-point scale, with 5 being "Outstanding" and 1 being "Poor."


🧩 Two Types of Objectives

The PMES tool categorizes its objectives into two groups:

1. Classroom Observation Instrument (COI) Objectives

These are evaluated using Classroom Observation Tool (COT) rating sheets or inter-observer agreement forms. Observations may be done:

  • Onsite (face-to-face)

  • Through synchronous or asynchronous teaching

  • Via demonstration teaching during LAC sessions

Key Areas Covered:

  • Content knowledge across curriculum areas (Objective 1)

  • Use of ICT in teaching (Objective 3)

  • Strategies for literacy and numeracy (Objective 4)

  • Communication techniques (Objective 5)

  • Supportive learning environments (Objective 6)

  • Motivation and behavior strategies (Objective 7)

  • Inclusion of learners with disabilities or giftedness (Objective 8)

  • Response to learners in difficult circumstances (Objective 9)

Rating Method:

  • Quality: Based on the level reflected in the COT sheets (Levels 3–7)

  • Efficiency: Based on whether objectives were met within the allotted time

  • If two observations are conducted, both Quality and Efficiency are averaged and then transmuted into the final score.

2. Non-Classroom Observation Instrument (NCOI) Objectives

These are rated using documented evidence or MOVs (Means of Verification).

Key Areas Covered:

  • Research-based teaching practices (Objective 2)

  • Adaptation of learning programs (Objective 10)

  • Engagement with community contexts (Objective 11)

  • Reflective teaching based on laws and ethics (Objective 12)

  • Implementation of school policies (Objective 13)

  • Professionalism and teaching dignity (Objective 14)

Each objective requires annotated MOVs, such as lesson plans, communication letters, action plans, reflections, or reports. Quality is rated based on criteria such as depth of implementation, stakeholder engagement, and consistency.


📂 What Are MOVs?

MOVs (Means of Verification) are the core evidence teachers must provide to show they've met the objectives. These vary per objective, and annotations are usually required to demonstrate relevance and depth. Examples include:

  • COT rating sheets

  • Lesson plans or activity sheets

  • Communication records with stakeholders

  • Personal reflections or coaching notes

📊 How Many MOVs Are Needed?

At a minimum, seven MOVs are required for submission across the various objectives. Teachers are encouraged to select those that best highlight their achievements and professional growth.
