Understanding the PMES Tool for Highly Proficient Teachers (Master Teachers I to IV) for SY 2024–2025 (Download link e-IPCRF)


For School Year 2024–2025, the Department of Education continues to uphold the quality of teaching and leadership through a structured and evidence-based performance appraisal system for Highly Proficient Teachers (Master Teachers I to IV). This is done through the Performance Monitoring and Evaluation System (PMES) Tool—an important mechanism aligned with the Philippine Professional Standards for Teachers (PPST).

In this article, we break down the essential components of the PMES Tool: its Key Result Areas (KRAs), Objectives, Means of Verification (MOVs), and Performance Indicators—making it easier for Master Teachers to prepare, document, and reflect on their professional growth.


🌟 What is the PMES Tool?

The PMES Tool is a performance-based evaluation instrument that assesses Master Teachers based on three major indicators:

  • Quality (Q): How well objectives are met.

  • Efficiency (E): Whether outputs were accomplished within the expected timeframe.

  • Timeliness (T): If the tasks were submitted/delivered on time.

Each indicator is scored on a 5-point scale:

  • Outstanding (5)

  • Very Satisfactory (4)

  • Satisfactory (3)

  • Unsatisfactory (2)

  • Poor (1)


📌 KRA 1: Content Knowledge and Pedagogy

Objective 1: Modeling Effective Content Application (PPST 1.1.3)

MOVs: Classroom Observation Tool (COT) or demonstration teaching via LAC.
Performance Indicators:

  • Based on levels demonstrated on the COT.

  • Efficiency is judged by whether the lesson was delivered within the set time.


🤝 KRA 2: Collaboration and the Learning Environment

Objective 2: Collaborating in Research (PPST 1.2.3)

MOVs: Attendance proofs, minutes, reflections, or PMCFs.
Quality Rating: Focuses on the depth of involvement—from attending to guiding colleagues in research.

Objective 3: Promoting ICT Use (PPST 1.3.3)

MOVs: COT or demo teaching.
Scoring: Similar rubric to Objective 1.

Objective 4: Evaluating Teaching Strategies (PPST 1.4.3)

MOVs: Same as Objective 2.
Quality Rating: Based on contributions to evaluating literacy/numeracy strategies.

Objective 5: Effective Communication (PPST 1.7.3)

MOVs: COT or alternative observations.
Quality and Efficiency: Measured through COT ratings and time compliance.

Objective 6: Sharing Supportive Strategies (PPST 2.4.3)

MOVs: Collegial discussions, PMCFs, or reflection notes.
Quality Rating: Involvement ranges from attending to guiding.

Objective 7: Modeling Motivating Environments (PPST 2.5.3)

MOVs: COT observations or LAC demo teaching.
Scoring: Based on demonstration levels and observation timeliness.


🎯 KRA 3: Diversity of Learners and Curriculum

Objective 8: Designing Strategies for Diverse Learners (PPST 3.3.3)

MOVs: Similar to previous NCOI objectives.
Quality Rating: Measured through the kind and depth of support provided to colleagues in inclusive education efforts.


🔍 How Are Ratings Calculated?

If a teacher has multiple observations:

  • Quality scores from COTs are averaged and transmuted using a specific scale.

  • Efficiency scores are also averaged and interpreted using an Efficiency Range Table.
