1. Pursuant to Executive Order (EO) No. 44, s. 1998, titled Declaring the Philippine Youth Games-Batang Pinoy as the National Sports Development Program for Children, the Department of Education (DepEd) as co-chair of the National Physical Fitness and Sports Development Council (PFSDC), was directed to assist the Philippine Sports Commission (PSC) in the planning, information dissemination, coordination, monitoring and actual implementation of the Philippine Youth Games-Batang Pinoy.
Accordingly, the PSC, in collaboration with DepEd, will conduct the 2025 Philippine Youth Games-Batang Pinoy in General Santos City from October 25 to 31, 2025.
2. For this year's edition, the competition will feature 27 sports disciplines, represented by learner-athletes from cities and provinces from Luwn, Visayas, and Mindanao.
3. The following guidelines on the participation of public elementary and secondary school learners as athletes, and the involvement of school officials and personnel, teachers, as well as coaches and officiating officials, are as follows:
a. The local government units (LGUs) shall coordinate with the school division offices (SDOs), through the School Governance Operations Division (SGOD) in charge of School Sports, in identifying, recruiting, and facilitating the participation of learner-athletes, as well as designating coaches. In selecting the sporting events for which the learner-athletes shall participate, LGUs shall be guided by the performance standards established in the most recent district or division athletics meets.
b. Physical Education teachers, other public school teachers, and nonteaching employees selected by the National Sports Associations (NSAs), as confirmed by the PSC and approved by DepEd, through their respective school division superintendents or heads of offices, shall serve as officiating officials in the 2025 Philippine Youth Games-Batang Pinoy. Their engagement in such capacity shall constitute part of their official duties, and they shall render service during official time only
c. The participation of learner-athletes in activities sponsored by the PSC is encouraged pursuant to the objectives of EO 44, s. 1998, subject to applicable DepEd policies and regulations.
d. The PSC shall allocate funds for the implementation of the 2025 Philippine Youth Games-Batang Pinoy, which shall include, but not limited to: food, accommodation, honoraria, and transportation expenses of all duly designated technical officials of DepEd and the host city.
e. The expenses incurred by learner-athletes and school coaches in relation to their participation in the 2025 Philippine Youth Games-Batang Pinoy shall be borne by the respective LGUs they represent. Thus, no funds from DepEd shall be utilized for this event. Furthermore, all DepEd personnel, including field officials, public school administrators, and teachers, are not authorized to conduct any fundraising activities for the same purpose.
f. In strict observance of the Department's no disruption of classes policy and in compliance with DepEd Order No. 9, s. 2005 on Instituting Measures to Increase Engaged Time-on-Task and Ensuring Compliance Therewith, public school premises shall not be used as sports competition venues, billeting areas, and other similar purposes unless otherwise approved by the concerned regional office through the SDO.
g. The monitoring on the participation of public school learners and DepEd personnel shall be conducted by the Education Support Services Division (ESSD) and SGOD in charge of sports, and shall be submitted to the BLSS-School Sports Division.
