CREATION OF THE INTERNATIONAL LARGE-SCALE ASSESSMENT NATIONAL STEERING COMMITTEE

1. The Republic Act No. 10533, or the Enhanced Basic Education Act of 2013, Section 2, mandates the State to give every student an opportunity to receive quality education that is globally competitive based on a pedagogically sound curriculum that is at par with international standards.

 

2. The Department of Education (DepEd), through DepEd Order No. 29, s. 2017, or the Policy Guidelines on System Assessment in the K to 12 Basic Education Program, Section 5, mandates that data from national and international assessments be used in the planning, monitoring, and evaluation (M&E) cycles of the department. Whereas, the maximum use of data shall be ensured by using system assessment data as critical input for decision-making processes of various committees across DepEd's levels of governance. Section 6 further directs all DepEd offices to organize advocacy activities that will lead to the understanding and acceptance of, and support for participation in national and international large-scale assessment among teachers, administrative personnel, students, and education stakeholders. Section 7 further mandates the Bureau of Education Assessment (BEA) to ensure effective implementation of assessment programs in strict compliance to the standardized assessment guidelines and procedures and provide relevant, credible, and evidence-based research findings.

 

3. The Department, through BEA, effectively communicates data findings from the International Large-Scale Assessment (ILSA) participated in by the Philippines. Among the existing ILSAs, the Philippines has participated in three International Large-Scale Assessments: The Trends in Mathematics and Science Study (TIMSS) in 2019, the Southeast Asia Primary Learning Metrics (SEA-PLM) in 2019 and 2024, and the Programme for International Student Assessment (PISA) in 2018, 2022, and 2025. The results of these assessments are instrumental in evaluating our educational systems, including our curriculum, learning delivery, and learning resources in basic education, through international benchmarking and comparability.

 

4. To ensure that the Department communicates, plans, and implements these assessments efficiently, the establishment of an ILSA National Steering Committee is essential. This committee will provide strategic guidance and leadership to the technical teams involved in implementing ILSA in the country. Furthermore, it will play a central role in ensuring the relevance of ILSA data analysis to the education policy debates and reforms within the country, as well as coordination with relevant education stakeholders.

 

5. The ILSA National Steering Committee will perform the following functions with the support of the technical team:

 

a. Serve as an Advisory Committee tasked to provide strategic guidance and leadership to the technical teams to ensure smooth and proper implementation of ILSAs in the country.

 

b. Convene periodic meetings with the technical team to review the progress of the implementation of all ILSAs, and provide guidance on preliminary findings.

 

c. Provide high-level oversight of the development of the different ILSAs, their implementation, monitoring efforts, and national findings.

 

d. Provide guidance and overall oversight to the drafting of the national ILSA report through the following:

 

i. Participate in a national workshop/meeting to define policy questions;

ii. Review and provide feedback on drafts of national ILSA reports; and

iii. Discuss policy implications of the ILSA results for the education system.

 

e. Ensure knowledge mobilization, systematic dissemination, and effective utilization of the findings from the different ILSAs to inform national policies and strengthen strategies to improve the quality of education.

 

f. Ensure that a national monitoring and evaluation plan is in place to capture the efforts, outcomes, and lessons learned from the different ILSAs at the national level.

 

6. The ILSA National Steering Committee shall be under the supervision of the Office of the Undersecretary for Strategic Management and shall be composed of the following officials from concerned offices/ strands:

Other internal and external members may be included in the ILSA National Steering Committee, as necessary and upon approval by the Chairperson.
