2025 NATIONAL LITERACY CONFERENCE

1. The Department of Education (DepEd), through the Literacy Coordinating Council (LCC), announces the conduct of the 2025 National Literacy Conference (NLC) with the theme, Back to Basics: Strengthening the Foundations of Literacy through Local Action and Community Partnerships. In celebration of the annual Literacy Week, as stipulated in Presidential Proclamation No. 239, s. 1993 and DepEd Memorandum No. 072, s. 2019 1, which declares the period from September 2 to 8 of every year as Literacy Week, the Conference will be held at a venue in the National Capital Region, to be announced at a later date, on September 3-5, 2025 (exclusive of travel time).
2. The Conference aims to
a. provide an overview of the current state of literacy in the country,
b. showcase effective practices in addressing challenges and leveraging opportunities in literacy development, and
c. gather policy recommendations to strengthen the foundational support for literacy advancement.

3. The target participants of this Conference are as follows:

Participation of teachers shall not hamper instructional time, in compliance with the provisions of DepEd Order (DO) No. 012, s. 2025, titled Multi-Year Implementing Guidelines on the School Calendar and Activities, and DO No. 9, s. 2005, titled Instituting Measures to Increase Engaged Time-On-Task and Ensuring Compliance Therewith.
5. DepEd regional offices (ROs) are enjoined to identify and invite their respective delegates, as provided in the Enclosure, and submit the official list of participants and their contact details to the LCC Secretariat through email at lcc@deped.gov.ph on or before August 4, 2025. Further, the NLC Program of Activities and further instructions on the registration of authorized participants shall be issued through a separate Memorandum.
6. This event is free of charge and no registration fees will be collected, but only delegates officially endorsed by the ROs will be accommodated. All participants are advised to check in on September 3, 2025, at 2:00 p.m. and check out on September 5, 2025, at 12:00 p.m. Early check-in and late check-out are subject to the availability of the rooms, and any expenses incurred shall be borne by the participants. Board and lodging, including meals, from September 3 to 5, 2025, shall be charged against the LCC Funds, while travelling expenses shall be charged against local funds, subject to the existing accounting and auditing rules and regulations.
