2024 NATIONAL LITERACY CONFERENCE AND AWARDS

1. The Department of Education (DepEd), through the Literacy Coordinating Council (LCC), announces the conduct of the 2024 National Literacy Conference and Awards with the theme, Cultivating Literate and Peaceful Communities: Practices, Partnerships, and Pathways on December 10-13, 2024 (inclusive of travel time) at Waterworld Hotel, Mandaue City, Cebu. The 2024 National Literacy Conference will be live-streamed simultaneously on DepEd Philippines and the Literacy Coordinating Council's Facebook pages.
2. The National Conference and Awards highlights the importance of building a community of practice that brings together individuals with diverse experiences, knowledge, and perspectives on literacy evident through the following sub-themes:
a. Cultivation of Literate and Peaceful Communities through the Sharing of Best Practices;
b. Innovations, Challenges, and Opportunities; and
c. Advancement of Literacy through Policy Recommendations.
It hopes to build a community of practice that fosters collaboration, growth, and improvement among literacy workers, educators, and community stakeholders involved.
3. It specifically aims to
a. create a platform for sharing best practices on literacy;
b. amplify partnerships and engagement with key stakeholders in implementing community-based literacy programs;
c. harvest policy recommendations focused on building pathways to advance literacy for all; and
d. recognize outstanding programs, practices, and accomplishments of literacy champions that significantly contribute to the universalization of literacy.
4. Moreover, in accordance with DepEd Memorandum No. 030, s. 2024, which aims to recognize outstanding local government units (LGUs), nongovernment organizations (NGOs), public schools, and Alternative Learning System (ALS) Community Learning Centers (CLCs), the LCC shall conduct the awarding ceremonies for the 2024 National Literacy Awards during the said conference.
5. The expected participants of this conference are as follows:

6. DepEd Regional Offices (ROs) are enjoined to identify and invite their respective delegates based on the above breakdown and distribution of participants. No registration fees will be collected for this conference, and only those officially endorsed by the ROs will be considered official delegates. The ROs shall submit to the LCC Secretariat the official list of participants on or before December 2, 2024, through email at lcc@deped.gov.ph using the template provided in Enclosure No. 1 - Official List of Regional Delegates. The official delegates are required to complete the Registration Form that the LCC Secretariat will send upon receipt of the official list of regional delegates. The registration will close before the end of December 2, 2024.
7. Board and lodging expenses will be charged to LCC funds through the National Literacy Policies and Programs (NLPP), while transportation expenses of the official participants will be charged to local funds, subject to the usual accounting and auditing rules and regulations. Expenses to be incurred by the participants beyond the abovementioned dates shall be in their personal accounts.
8. The indicative program of activities for the 2024 National Literacy Conference is provided in Enclosure No. 2 - Indicative Program of Activities. Additional details and information will be posted on LCC's Facebook page and website at https://www.facebook.com/LiteracyCoordinatingCouncil and https://lcc.deped.gov.ph.
