What's New in the Interim Guidelines?

Scope and Purpose
The Interim PMES Guidelines for Teachers apply to all teachers in public elementary and secondary schools, as well as community learning centers. This includes regular teachers, ALS teachers, Madrasah teachers, IPEd teachers, special needs education teachers, and special science teachers. The guidelines will be implemented starting in the 4th Quarter of SY 2024-2025.
The purpose of the Interim PMES Guidelines is to provide a simplified and more efficient process for teacher performance management and evaluation. The guidelines aim to support teachers in their professional development and improve the quality of education in public schools.
Assessment Methods
The assessment of teacher performance will be based on 14 PPST-based objectives, which include both Classroom Observable Indicators (COIs) and Non-Classroom Observable Indicators (NCOIs). The Plus Factor will not be included in the list of objectives for the Teacher PMES.
For the assessment of COIs, teachers will undergo 1 or 2 full-period classroom observations, depending on the chosen option. For the assessment of NCOIs, teachers will need to provide evidence and documentation of their demonstration and achievement of the objectives.
Tools and Forms
The PMES for Teachers for SY 2024-2025 will use various tools and forms, such as the Individual Performance Commitment and Review Form (IPCRF) and the Classroom Observation Tool (COT). The eIPCRF Tool and Online eIPCRF Collection and Consolidation System will also be used to facilitate the submission and consolidation of IPCR data.
