DepEd Memorandum No. 019, s. 2024 announces the organization of the 2024 National Festival of Talents (NFOT) by the Department of Education (DepEd), specifically the Curriculum and Teaching (CT) Strand in collaboration with the Bureau of Learning Delivery (BLD). Scheduled for July 9-12, 2024, in Region VII (Central Visayas), NFOT aligns with the national education agenda, enhancing the Philippine Basic Education System and fostering creativity among learners. This event, mandated by Republic Act No. 10533 and DepEd Order No. 021 s. 2019, serves as a platform for learners to showcase their talents, while also reinforcing key curriculum competencies. NFOT promotes the holistic development of students and supports the goals outlined in the MATATAG agenda, focusing on relevance, access, and teacher support. 2024 NATIONAL FESTIVAL OF TALENTS

1. In line with the goal of delivering quality, relevant, inclusive, and responsive basic education, the Department of Education (DepEd) Curriculum and Teaching (CT) Strand, through the Bureau of Learning Delivery (BLD), will conduct the 2024 National Festival of Talents (NFOT) with the theme, Galing, Talino, at Husay ng mga Batang Makabansa sa Diwa ng MATATAG na Adhika in Region VII (Central Visayas) on July 9-12, 2024 (exclusive of travel time).

 

2. As provided in Republic Act (RA) No. 10533 titled An Act Enhancing the Philippine Basic Education System by Strengthening Its Curriculum and Increasing the Number of Years for Basic Education, Appropriating Funds Therefore and for Other Purposes and DepEd Order (DO) No. 021 s. 2019 titled Policy Guidelines on the K to 12 Basic Education Program, NFOT serves as a clear and proactive reinforcement of the teaching and learning process, reflecting the significant association between what the learners learned in school and what they actually performed and produced during this activity. Consistent with the Department's dedicated efforts to producing functionally literate and holistically developed Filipinos, all NFOT events are aligned with the essential learning competencies and standards of the K to 12 curriculum.

 

3. DepEd is expected to help achieve the much-needed protection and preference of local creatives and products, with the passing of RA 11904, also known as the Philippine Creative Industries Development Act. For this reason, NFOT shall contribute toward the goal of enhancing learners' competence in creative industries.

 

4. NFOT is a DepEd annual co-curricular activity that provides meaningful learning opportunities for basic education learners to display their talents and skills anchored on the learning competencies achieved in schools. It guides learners on which career path to take relevant to the four curriculum exits (higher education, middle-level skills development, entrepreneurship, and employment) of the Enhanced K to 12 Basic Education Program. Likewise, NFOT serves as a culminating activity of gauging learning mastery and skill development in accordance with learning standards.

 

5. NFOT supports the MATATAG agenda: MAke the curriculum relevant to produce competent and job-ready, active, and responsible citizens; TAke steps to accelerate delivery of basic education facilities and services; TAke good care of learners by promoting learner well-being, inclusive education programs and ensuring that all learners, regardless of background, have access to quality learning opportunities and services; and Give support to teachers to teach better.

 

6. Participants in NFOT are learners from public and private elementary and secondary schools who will showcase their talents and skills and explore the culture of the host region. Together with their respective teacher-coaches during NFOT, they shall listen to the invaluable insights to be shared by the invited panel of experts after their performance; thereby, strengthening the teaching and learning of target learning competencies.

 

7. Participation in the 2024 NFOT is voluntary and shall not, in any way, affect the time-on-task of teachers as this activity's target learning standards and competencies are already embedded in teachers' actual classroom teaching and assessment process.

 

8. Since this activity falls on the end-of-school year break (EOSY), five-day service credits shall be granted to all participating teacher-coaches in accordance with DO 53, s. 2003 titled Updated Guidelines on Grant of Vacation Service Credits to Teachers.

 

9. To ensure the safety, health, and well-being of all NFOT participants and delegates, strict observance of minimum health protocols shall be implemented within all activity premises.

 

10. The official logo, delegation per region, general guidelines, and specific guidelines for each skills exhibition are contained in the following enclosures:

 

Enclosure No. 1: Official Logo of the NFOT; 

Enclosure No. 2: Distribution of Official Delegates;

Enclosure No. 3: General Guidelines on the Conduct of the 2024 NFOT; and 

Enclosure No. 4: Specific Guidelines on the Conduct of the 2024 NFOT Events.

 

11. There shall be no registration fee for the 2024 NFOT. Traveling expenses of learner-participants and teacher-coaches and program support funds (PSF) for the conduct of the Regional and Division Festival of Talents shall be charged to the 2024 Basic Education Curriculum (BEC) Funds and shall be downloaded to the regions while traveling expenses of other official delegates and those from the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) shall be charged to their local funds or other eligible fund sources, subject to the usual government accounting and auditing rules and regulations.

 

12. The host region and division shall provide meals to participants in their billeting schools, including kits, identification tags, contest materials, and other eligible supplies and materials necessary for the conduct of the different events of the 2024 NFOT in accordance with the budget allocation. The first meal to be served shall be dinner on July 8, 2024while the last meal shall be afternoon snacks on July 12, 2024.

 

13. All designated heads of the regional delegations are advised to coordinate closely with the host region and division regarding the details of their arrival and departure from the venue and ensure proper administrative arrangements with the concerned committees.
