2022 INTERNATIONAL COASTAL CLEANUP DAY CELEBRATION

To:      Undersecretaries

Minister, Basic, Higher and Technical Education, BARMM

Bureau and Service Directors

Regional Directors

Schools Division Superintendents

All Others Concerned

1. The International Coastal Cleanup (ICC) is a global initiative since 1986 by the Ocean Conservancy, formerly the Center for Marine Conservation, a nongovernment organization based in Washington, D.C., United States of America (U.S.A.), together with the Environment Protection Agency. ICC is the largest volunteer effort for the environment and is held every 3rd Saturday of September of every year in over 100 countries and 554 U.S. states and territories.

2. The Philippines joined the ICC in 1994 with the International Maritime Alliance (IMA) as the country coordinator and more than 3,000 volunteers cleaned the shorelines and underwater sites. Since 1998, the Philippines has consistently topped the ICC, in terms of volunteer turnout, and has been recognized as the cleanup capital of the world.

3. By virtue of Presidential Proclamation No. 470, s. 2003 dated September 15, 2003, the 3rd Saturday of September of each year was declared as the ICC Day in observance of the Global Coastal Clean-Up Celebrations.

4. ICC Philippines, Inc., through a letter dated August 15, 2022, requested the Department of Education (DepEd) to officially notify central and regional offices to actively participate in ICC Day.

5. ICC Philippines Inc. recommends the following guidelines to be led by the schools division offices (SDOs), via the schools division superintendent or duly assigned representative to safely conduct cleanup:

a. Aside from the set date, the cleanup timeframe will be expanded from August to December 31, 2022 to limit the volume and physical contact among volunteers.

b. Conduct a small-scale or group cleanup in locations where physical distancing is easily achievable. It does not necessarily have to be on the shoreline or beach, but in the neighborhood: community, schools, homes, businesses, and work surroundings since trash originates from land.

c. Prior to any cleanup activity, coordinate with the barangay or local government unit (LOU) official, especially when conducting cleanups on public areas such as beaches, rivers, and parks. This is to ensure that health and safety protocols are in place. Likewise, to seek their assistance in the hauling of trash collected.

d. Use of face mask and gloves must strictly be enforced during the event, along with other health protocols, such as physical distancing, disinfecting/ soaping of hands, and tools used after the cleanup.

e. It is highly recommended by the Department of Health (OOH) that volunteers must have primary vaccinations and at least one booster shot to reduce the risk of serious infection requiring hospitalizations.

f. As an alternative to trash data recording on the enclosed Volunteer Ocean Trash Data Form, Clean Swell, a freemobile phone application can be downloaded in Google Play or App Store to record debris items. The tutorial video is available on YouTube: https://youtu.be/Xjkg9piD5c4 or the ICC Philippines, Inc. website: https://sites.googl.e.com/site/iccphilippines. Inputs will go directly to the global database.

g. Observe proper handling and disposal of medical wastes, such as, face masks, gloves, and other personal protective equipment (PPE). Use tongs, grabbers, or long sticks with hooks.

h. All concerned can submit results via email at iccphilippin~.com or online at ICC Philippines, Inc. website.

6. The ICC Philippines website can be accessed for more information, advisory/ guidelines, and materials to download, such as trash data forms, certificate templates, t-shirt design, and orientation slideshows for the 2022 International Coastal Cleanup.

7. For more information, all concerned may contact the International Cooperation Office, 1st Floor Teodora Alonzo Building, DepEd Complex, Meralco Avenue, Pasig City through email at ico@ieped.gov.ph or telephone number (02) 8637-6462.
