AMENDMENT TO DEPED ORDER NO. 20, s. 2017

(Guidelines on the Implementation of the Educational Service Contracting and Teachers' Salary Subsidy Programs in Junior High School Effective School Year 2017-2018)

1. The Department of Education (DepEd) issued DepEd Order (DO) No. 20, s. 2017 titled Guidelines on the Implementation of the Educational Service Contracting and Teachers' Salary Subsidy Programs in Junior High School Effective School Year (SY) 2017-2018, to provide directions to the implementers, partners, teacher beneficiaries, and other stakeholders of the Educational Service Contracting (ESC) and Teachers' Salary Subsidy (TSS).

 

2. Section VIII of DO 20, s. 2017 provides that the subsidy to TSS recipients shall be Pl8,000.00 per teacher per year, unless adjustments are approved by the State Assistance Council (SAC).

 

3. In 2025, through an ad referendum, the SAC members approved the proposed increase in the TSS amount from PlB,000 to P24,000, effective SY 2025-2026.

 

4. In light of the approved adjustment in the TSS amount and to continuously support the qualified private school teachers, Section VIII (B) of DO 20 s. 2017 is amended to read as follows:

B. Amount of the TSS

 

The subsidy to TSS recipients shall be twenty-four thousand pesos (P24,000) per teacher per school year. Any amendment or adjustment to the TSS amount shall be subject to the approval of the SAC.

 

DepEd remits TSS funds to the ESC-participating JHS., which shall, in turn, disburse the corresponding amount to qualified TSS recipients. To be eligible for the full amount or the TSS, the teacher must have taught ESC grantees for the entire SY. In cases where the teacher (a. was hired after the start of classes or (b) resigned or retired before the end or the SY, the teacher shall receive two thousand pesos (P2,000) for every full month of actual teaching service rendered during the SY.

 

However, no subsidy shall be granted for any partial or incomplete month or service.

 

5. The sample computation of TSS for both full and partial months of teaching service is enclosed to this Order.

 

6. These amended provisions shall take effect starting SY 2025-2026 and shall apply to subsequent school years, subject to further amendments or adjustments by the SAC. 

 

7. All other provisions stated in DO 20, s. 2017, that are not affected by these amendments shall remain in full force and effect. Moreover, all Orders and other related issuances, rules, regulations, and provisions that are inconsistent with this Order are repealed, rescinded, or modified accordingly.

 

8. This Order shall take effect immediately upon its approval, issuance, and 15 days after its publication in the Official Gazette or a newspaper of general circulation. Certified copies of this Order shall be registered with the Office of the National Administrative Register (ONAR) at the University of the Philippines Law Center (UP LC), UP Diliman, Quezon City.
