ADMINISTRATION OF THE EARLY LANGUAGE, LITERACY, AND NUMERACY ASSESSMENT FOR SCHOOL YEAR 2025-2026

1. The Department of Education (DepEd}, through the Bureau of Education Assessment (BEA), will administer the Early Language, Literacy, and Numeracy Assessment (ELLNA} for school year 2025-2026, pursuant to DepEd Order (DO) No. 55, s. 2016, titled Policy Guidelines on the National Assessment of Student Learning for the K to 12 Basic Education Program, on November 3-7, 2025, as the testing window for all public elementary schools.
2. The administration of ELLNA is pursuant to DO 029, s. 2022, titled Adoption of the Basic Education Monitoring and Evaluation Framework, as it measures the level of proficiency of key stage 1 learners in terms of language, literacy, and numeracy. This measure shall be used to assess the effectiveness and efficiency of the delivery of education services and the improvement of the curriculum implementation. It is also aligned with DO O 12, s. 2025, titled Multi-year Implementing Guidelines on the School Calendar and Activities, which ensures the timely implementation of the agency's programmed activities and services.
3. The ELLNA is to be administered at the end of key stage l to determine if learners are meeting the learning standards in early language, literacy. And numeracy. Thus. the ELLNA shall be administered to all Grade 4 public elementary learners.
4. The ELLNA shall be employed on a paper-based modality to all regional offices (ROs) and schools division offices (SDOs). The test is in a multiple-choice item format. Pursuant to Republic Act (RA) No. 12027, titled An Act Discontinuing the Use of the Mother Tongue as Medium of Instruction from Kindergarten to Grade 3, Providing for its Optional Implementation in Monolingual Classes, and Amending for the Purpose Sections 4 and 5 of RA 10533, otherwise known as the Enhanced Basic Education Act of 2013, the language of testing for early language and literacy shall be English and Filipino. For testing numeracy, the language to be used shall be English.
5. BEA will manage the national implementation of the ELLNA with the assistance of the ROs and SDOs.
6. BEA will conduct a virtual orientation for regional testing coordinators (RTCs) and division testing coordinators (DTCs) on the administration of the test. The schedule and meeting details will be sent in a separate Advisory.
7. Learners with disabilities may also be assessed, provided that the test accommodations stipulated in Section 9 of DO 55, s. 2016 are met.
8. Health and safety protocols must be followed in all activities related to the national test administration.
9. An authorized forwarder shall deliver and retrieve the test materials to and from the SDOs.
