PHILIPPINE CULTURAL EDUCATION PROGRAM: 2025 PROGRAM COMPONENTS

1. Pursuant to Section 38, Article X of Republic Act No. 10066 or the National Cultural Heritage Act of 2009, the National Commission on Culture and the Arts (NCCA), implemented the NCCA-Philippine Cultural Education Program (PCEP).
2. The NCCA-PCEP envisions a nation of culturally literate and empowered Filipinos. The PCEP aims to foster deeper awareness, understanding, and appreciation of the nation's rich culture and arts. Through this initiative, the program seeks to cultivate a collective consciousness that will not only preserve cultural heritage but also enhance the quality of life for Filipinos.
3. In cooperation with the Department of Education (DepEd), NCCA-PCEP will conduct the following 2025 PCEP programs:

a. Graduate Diploma in Cultural Education (GDCE) | The 24-unit graduate credit program follows a two summer ladderized curriculum designed for public school teachers of any subject area at the elementary and high school levels. Each phase consists of 12 graduate-level academic credits. Level I scholars are expected to continue to Level II. Successful graduates of this two-summer program have the option to pursue a Master of Education, Major in Cultural Education, which will be offered in higher education institutions selected by the NCCA. The NCCA shall provide a scholarship grant covering full tuition and a P5,000 stipend to subsidize meals, accommodation, and other miscellaneous expenses. | May 5-June 8, 2025 Qualifying Exam: April 2025 GDCE Level 1 Xavier University, Cagayan de Oro Region 10 Asian Institute of Maritime Studies, Pasay City National Capital Region (NCR) University of Santo, Tomas, Manila NCR GDCE Level 2 Isabela State University, Echague Region 2 Cebu Normal University, Cebu Region 7 |
b. Graduate Diploma in Teaching Arts (GDTA) | A 24-unit post-baccalaureate program is divided into Level I and Level II, offering foundation and major courses that enhance students’ understanding of the basic theories, processes, and applications of arts, culture, and heritage in culture-based teaching within the basic education curriculum. GDTA scholars can apply classroom concepts in professional settings through internships and independent studies at various arts organizations in their own region. The arts management program maintains academic and professional relationships with numerous national and regional institutions. c. Pagsasanay sa Edukasyong Pangkultura (PEP) | Orientation on Culture-based Education using a Decolonization Framework for Basic to Senior High School Teachers. This project aims to promote the integration of culture-based education into teaching practices at the basic education level while incorporating decolonization methods. It will consist of a series of three-day workshops and conferences. The orientation will focus on key topics such as: • Culture-based education approaches and methodologies. • Development of culture-based lessons and curriculum frameworks to improve educational outcomes and foster inclusivity. • Activity on Creative Thinking and Lesson Exemplar. Breakout Topics: 1. Workshop on Filipino sa Sining at Disenyo Curriculum 2. Cultivating Filipino Identity through the Arts Curriculum 3. Events and Production Management (Leadership and Management in the Arts Curriculum) | April-May 2025 Proposed Date and Venue: April 25-27, 2025 NCR |
d. National Retooling of University Faculty | This project focuses on retooling university faculty to enhance cultural competencies in formal, non-formal, and informal education under the PCEP Training Program. It includes a series of online meetings for PCEP faculty and coordinators. | April-September 2025 |
e. DIWANG: Sagisag Kultura ng Filipinas Competition | A national-level contests aimed at promoting awareness and appreciation of Filipino cultural icons while fostering a deeper understanding of Filipino identity. This competition seeks to engage students, student artists, cultural workers, educators, and the broader artistic community in celebrating and preserving the nation's cultural heritage. Participants will base their works and performances on the rich cultural references found in the three volumes ofSagisag Kultura ng Filipinaspublished by NCCA-PCEP and Komisyon sa Wikang Filipino. Components: 1. Balagtasan Development and Competition 2. Lesson Exemplar: Culturebased Module Writing Contest for Teachers 3. Gawad PCEP para sa Culture-based Lesson ng Gurong Mag-aaral 4. Kundiman 5. Animation of Kuwentong Supling stories | April-December 2025 Finals: November 22, 2025 Quezon City, NCR Online Announcement of Winners: December 15, 2025 |
f. Dunong Katutubo sa Kontemporaryong Daigdig | Kuwentong Supling will emphasize the importance of contextualizing teaching and: learning materials. It will support the mother tongue- based multilingual education program by retelling various Philippine folktales in selected language communities to develop a Filipino- Regional Language children's book. | June-December 2025 Workshop Yakan and Chavakano July 5-6, 2025 Zamboanga, Region 9 |
g. AGORA: Crossroads of Creativity, Culture, and Ideas | A two-day promotion of Creative Industries and Cultural Education Products, such as Book Publications, exhibitions, Cultural research/SPA Schools Evaluation and Outputs, and Intangible Cultural products-songs, dances, drama, and literature, seminars and workshops. | March-November, 2025 |
4. The Graduate diploma in Cultural Education and the Graduate Diploma in Teaching Arts are open to all teaching personnel holding a plantilla item with at least three years of teaching experience. Applicants for the training programs, workshops, and other PCEP activities, participation is open to all teaching and non-teaching personnel specializing in culture and arts. The list of Higher education Institution, Directors/Coordinators is provided in Enclosure No. 1
5. Interested personnel shall submit their individual letter with the preferred date, venue and chosen program to Dr. Joseph J. Cristobal, Director, Philippine Cultural Education Program. Schedule of submission may be announced through a regional memorandum.
6. Regional Coordinators are requested to attend the PCEP 2025 Program Orientation and Evaluation. Individual letters with the date, venue, and program will be sent via email. The list of DepEd Regional Coordinators is provided in Enclosure No. 2.
7. Officers and members of the National Association of Cultural Educators and Scholars (NACES) are also requested to participate in all PCEP 2025 Programs. The list of Officers per Island Cluster is provided in Enclosure No. 3.
8. Travel, accommodation, and other incidental expenses shall be charged against local funds, region/division maintenance and other operating expenses, parent-teacher association/parents, teachers and community association funds, local school board funds, and other sources as available subject to usual auditing and government rules and regulations.
9. Participation of teachers from public and private schools shall be purely voluntary and shall not hamper instructional time in compliance with the provisions of DepEd Order (DO) No. 009, s. 2024 titled Implementing Guidelines on the School Calendar and Activities for the School Year 2024-2025 and DO 9, s. 2005 titled Instituting Measures to Increase Engaged Time-on-Task and Ensuring Compliance Therewith and the policy on off-campus activities stated in DO 66, s. 2017.
