ENSURING SAFETY, PROTECTION, AND LEARNING CONTINUITY OF SCHOOLS AFFECTED BY TYPHOON PEPITO

1. In light of the recent passage of Super Typhoon Pepito in the country, the Department of Education (DepEd) issues this Memorandum to outline measures that ensure the safety of teachers and learners, assess and address both infrastructure and non-infrastructure damages, and ensure learning continuity for learners unable to attend school in the coming days based on DepEd Order No. 033, s. 2021 (School-Based Disaster Preparedness and Response Measures for Tropical Cyclones, Flooding, and other Weather-Related Disturbances and Calamities) and other existing laws and DepEd policies.
Safety and Well-Being of Learners and Personnel
2. All school officials are directed to:
a. Coordinate with their respective local Disaster Risk Reduction and Management Office (DRRMO) and report displaced DepEd personnel and learners or casualties, if any;
b. Activate the medical team in schools to augment any medical needs of DepEd personnel and learners;
c. Conduct pre-deployment debriefing to all schools and schools division DRRM Teams participating in rapid assessment and reporting;
d. Mark any unsafe areas within the school premises;
e. Disseminate safety protocols, including hotlines, through all available communication channels;
f. Facilitate or conduct psychological first aid to the affected learners and personnel in coordination with relevant government agencies and education partners;
g. Refer and report any child protection and human rights issues arising from the emergency;
h. Ensure access to clean drinking water, food, and hygiene supplies within the school; and
i. Assess the well-being of DepEd personnel, especially teachers, and learners regarding the resumption of in-person classes. If necessary, implement further localized temporary suspension of in-person classes to allow recovery from the effects of the hazard
Assessment and Reporting of Damages through the Rapid Assessment of Damage Report (RADaR)
3. To accurately assess the impact of the hazard, all school officials are directed to:
a. Activate their school DRRM teams to oversee the preparation, planning, and implementation of all disaster response and early recovery-related activities throughout the emergency response period, including Saturdays, Sundays, and holidays.
b. Submit a Rapid Assessment of Damages Report (RADaR) using either the RADaR application or offline RADaR template within 72 hours of the hazard. Reports must include:
i. the extent of damage to school buildings, facilities, and learning materials; and
ii. casualties or injuries among students, teachers, or staff, if any.
4. All regional offices (ROs) and schools division offices (SDOs) are directed to submit regular Situation Reports every day no later than 9:00 a.m., covering the following essential elements of information:
a. Date of suspension and resumption of in-person classes (per city or municipality);
b. List of schools used as evacuation centers (ECs), including:
i. Dates of encampment and decampment,
ii. Number of classrooms used as ECs; and
iii. Number of adults and learners inside the ECs.
c. List of schools affected by flooding or landslides;
d. List of identified needs of learners;
e. List of identified needs of personnel;
f. Response activities and actions taken; and
g. Plans for learning recovery, such as make-up classes (including target start date of implementation) and the implementation of Alternative Delivery Modes (ADMs) (include the target start date of implementation).
Coordination with Local Government Units, Other Agencies and Partners
5. School officials are encouraged to:
a. Reach out to their respective SDOs for response interventions such as clean-up or clearing operations, minor repairs, temporary learning spaces, and the allocation of funds;
b. Collaborate with local government units (LGUs) and relevant agencies for immediate repairs, cleanup drives, clearing operations, and the provision of temporary shelters for internally displaced persons occupying schools to prepare for the resumption of in-person classes;
c. Collaborate with local partners for learning continuity interventions (e.g., learning supplies, teaching materials, hygiene kits, emergency school feeding) to support affected learners and personnel; and
d. Ensure schools used as evacuation centers are safe for the resumption of classes, following protocols outlined in Republic Act No. 10821 or the Children's Emergency Relief and Protection Act.
Continuity or Learning
6. To minimize disruptions to education, school officials are directed to:
a. Facilitate the provision of response interventions such as clean-up or clearing operations, minor repairs to temporary learning spaces, emergency school feeding, and temporary water, sanitation, and hygiene (WASH} facilities, to enable a safe learning environment and facilitate immediate access to education;
b. Immediately replace damaged learning resources, school furniture, and computer packages for affected schools to ensure learning continuity;
c. Implement ADMs using the most appropriate learning delivery modalities, such as but not limited to modular distance learning, online distance learning including other distance learning delivery modalities;
d. Implement the Dynamic Learning Program (DLP) for learners who are unable to return to school due to damaged infrastructure or ongoing safety concerns, taking into account available learning resources and the readiness of learners and teachers;
e. Provide learning resources to displaced or affected learners through coordination with the DepEd ROs and Central Office (CO); and
f. Encourage the use of community learning spaces, where feasible, to facilitate small-group learning in safe locations.
Monitoring and Support
7. DepEd CO, through the Disaster Risk Reduction and Management Service (DRRMS), and its RADaR system, will closely monitor reports and provide necessary assistance.
8. All DepEd officials must ensure that regular updates are submitted to allow prompt action and decision-making.
Compliance
9. Strict compliance with this Memorandum is expected. DRRMS Memorandum DRMM-11-13-2024-0001 released on November 13, 2024, serves as an additional reference. All offices and officials are advised to treat this matter with urgency to ensure the safety and welfare of all stakeholders in the education sector.
10. DepEd remains steadfast in its commitment to serve and protect the learners and personnel in these challenging times.
11. Immediate dissemination of this Memorandum is desired.
