DepEd Order No. 014, s. 2024 amends DepEd Order No. 024, s. 2023 to address issues identified by regional offices concerning the procurement process for Supplementary Learning Resources (SLRs) in public school libraries and library hubs. The amendment allows the use of alternative procurement methods in addition to competitive bidding, providing flexibility for regional and division offices in the procurement activities. It ensures compliance with RA 9184 and its IRR while allowing implementing units to conduct procurement activities using various funding sources. 1. The Department of Education ( DepEd) issues the Amendment to DepEd Order (DO) No. 024, s. 2023 titled Guidelines on the Provision of Supplementary Learning Resources for Public School Libraries and Library Hubs to address the concerns identified by the regional offices (ROs) regarding the procurement process of Supplementary Learning Resources (SLRs).
2. The ROs have reported challenges in utilizing competitive/public bidding as the sole mode of procurement of SLRs and highlighted the need for an amendment of said issuance to incorporate an alternative mode of procurement, as may be applicable.
3. Item V. A, No. 2 (Procurement Activities) of the enclosure to DO 024, s. 2023 is amended as follows:
A. 2 Procurement Activities
When utilizing Central Office (CO)-downloaded funds, the procurement of SLRs for library hubs shall be conducted at the regional level, while the procurement of SLRs for school libraries shall be conducted at the division level. However, the schools division offices (SDOs) and schools that are implementing units (IUs) are not precluded from conducting procurement activities for SLRs using the scoping and evaluation process as herein provided when utilizing any allowable funds from other sources.
Competitive/public bidding or any of the alternative methods of procurement may be used in the procurement of SLRs.
Bidding requirements and procedures, whether for competitive/public bidding or alternative methods of procurement, shall be undertaken in accordance with the provisions of RA 9184 and its IRR and other relevant rules and regulations.[1]
4. Item V. A, No. 2 of the DO is amended. All other provisions stated in DO 024, s. 2023 shall remain in full force and effect unless otherwise amended by other DepEd issuances.
5. A supplementary issuance may be issued by the Office of the Undersecretary for Curriculum and Teaching for measures to ensure an effective and efficient process of identification and procurement of SLRs.
6. This Order shall take effect immediately upon its approval, issuance, and publication on the DepEd website. Certified copies of this Order shall be registered with the Office of the National Administrative Register (ONAR) at the University of the Philippines Law Center (UP LC), UP Diliman, Quezon City.

[1] RA 12009, Section 113. Transitory Provision - Prior to the effectivity of the IRR of this Act. the provisions of Republic Act No. 9184 and its IRR shall remain in force and effect in order to ensure the continued implementation of programs, activities, and projects. The OPPB and all HoPE, Procuring Entities and the BACs affected by this Act shall be given a three [3]-year transitory period from the approval of the standard forms for procurement, lo fully comply with the requirements of this Act.
