DepEd Memorandum No. 059, s. 2024, announces the results of the FY 2023 National Qualifying Examination for School Heads (NQESH) and the FY 2021 NQESH Category B Evaluation and Certification. The memorandum details the examination processes, scoring system, and qualification categories for aspiring school leaders. The memo also provides information on the certification issuance and the Individual Development Reports for examinees. The enclosed documents include regional lists of top performers and qualifiers. The Bureau of Human Resource and Organizational Development (BHROD) and the National Educators Academy of the Philippines (NEAP) are the main implementing bodies for these evaluations.

RESULTS OF THE FISCAL YEAR 2023 NATIONAL QUALIFYING EXAMINATION FOR SCHOOL HEADS AND FISCAL YEAR 2021 NQESH CATEGORY B EVALUATION AND CERTIFICATION

1. The Department of Education (DepEd), through the Bureau of Human Resource and Organizational Development (BHROD), successfully administered the Fiscal Year (FY) 2023 National Qualifying Examination for School Heads (NQESH) through an online modality in 75 examination sites nationwide on May 26 and June 2, 2024. Out of 22,000 examinees, there were 21,803 (99.10%) who were able to complete the examination.

 

2. Further, the BHROD in partnership with the National Educators Academy of the Philippines (NEAP), successfully conducted the Evaluation and Certification of FY 2021 NQESH Category B to implement the provision of DepEd Memorandum No. 013, s. 2024 titled Administration of the Fiscal Year 2023 National Qualifying Examination for School Heads, in six clustered venues on September 27-28, 2024. Out of the 2,096 examinees under Category B, 1,960 completed the evaluation and certification process.

 

3. The NQESH, as the primary mechanism to ensure and assess the competency and quality of aspiring school leaders in DepEd schools, aims to achieve the following:

 

a. Increase the Department's pool of qualified aspiring principals to fill in existing and continuous vacancies due to retirement, promotion, or vacancies;

b. Opportunity for the head teachers affected by the implementation of the career progression for teachers, to take the examination;

c. Continuous baseline assessment of all aspiring school leaders' competency and learning needs as an input on the design for closely targeted professional development interventions/programs of NEAP; and

d. Assess and identify learning and professional development needs of potential school heads for them to effectively perform their function as head of a school.

 

4. The NQESH consists of conceptual and situational critical thinking questions aligned with the standards set by the Philippine Professional Standards for School Heads (PPSSH) as stipulated in DepEd Order No. 024, s. 2020 or the National Adoption and Implementation of the Philippine Professional Standards for School Heads, using the Structure of the Observed Learning Outcome (SOLO) taxonomy as an underpinning framework.

 

5. In determining the scores of the NQESH examinees, the responses were quantitatively analyzed using a Binary Model with a multi-level scoring approach, detailed below:

 

a. Item Level: Each response was evaluated as either correct or incorrect, providing clear, objective data and minimizing subjectivity;

 

b. Indicator Level: The total number of correct responses for each indicator was calculated, standardized using z-statistics to ensure comparability, and then transformed to a scale of 1 to 100 for easy interpretation and comparison;

 

c. Domain Level: Scores were determined by calculating a weighted average of the z-scores of all indicators within each domain, with weights based on 100 divided by the total number of indicators. The total weighted average was then transformed to a 1 to 100 scale; and

 

d. NQESH Overall Score: Derived by calculating a weighted average of the z-scores of all domains, normalized to a 1 to 100 scale.

 

This comprehensive approach ensures that the overall score is easy to interpret and provides a thorough assessment of each examinee's performance both at the indicator and domain levels.

 

6. In determining the achievement categories, the NQESH Overall Score and the Domain Scores were considered and identified as follows:

7. The FY 2021 NQESH Category B Evaluation and Certification process includes sessions on school leadership and PPSSH competencies, sharing and debriefing of the coaching and mentoring session attended, and a post-learning written assessment. The following criteria were considered in determining the rating of the qualifiers:

 

a. Examinee Profile (40%)

• Number of years in current Plantilla Position

• Number of years in current Designation

• Performance Rating in SYs 2021-2022 and 2022-2023

• Coaching and Mentoring Assessment Reflections

b. NQESH Post Learning Written Assessment (60%)

 

8. The Descriptive Rating for CAT B Examinees are identified as follows

9. Following the issuance of this Memorandum, a QR-coded Individual Certificate of Rating of FY 2023 Examineeswill be sent directly to the examinees via their DepEd email address used during the examination. Additionally, an Individual Development Report, highlighting the examinee's strengths and areas for improvement with recommended interventions will be emailed separately. Please note that the file will be accessible for three years. On the other hand, the Certificate of Rating of the 2021 Category B qualifiers will also be sent directly to them, via their DepEd address used during the profiling.

 

10. Further, the consolidated rating of all takers in each region will be released to their respective regional offices through the Quality Assurance Division (QAD) and Human Resource Development Division (HRDD).

 

11. The Regional List of the FY 2023 NQESH Top Performers, FY 2023 Examinees under Qualification A and FY 2021 Category B Qualifiers is shown in the enclosure.
