2024 National Schools Press Conference

 

The DepEd Memorandum No. 025, s. 2024 outlines the guidelines and procedures for the 2024 National Schools Press Conference (NSPC), held in accordance with the Campus Journalism Act of 1991 and aligned with the objectives of the Enhanced Basic Education Act of 2013. This year's NSPC theme, "Galing, Talino at Husay ng mga Batang Makabansa sa Diwa ng MATATAG na Adhika," underscores the importance of journalism in nurturing socially conscious and environmentally aware youth. The memorandum details the host region, objectives, contest categories, eligibility criteria, and submission requirements, emphasizing fair competition, ethical journalism practices, and respect for intellectual property rights. It also provides instructions for registration, fund allocation, and dissemination of information, ensuring the smooth and transparent conduct of the NSPC while fostering camaraderie and enriching learning experiences among participants.

2024 NATIONAL SCHOOLS PRESS CONFERENCE

1. Pursuant to DepEd Order (DO) No. 94, s. 1992 titled Promulgating the Rules and Regulations Necessary for the Effective Implementation of RA 7079 Otherwise Known as the "Campus Journalism Act of 1991", which stipulates the holding of the annual national elementary and secondary schools press conference, the Department of Education (DepEd), through the Bureau of Curriculum Development (BCD) announces the conduct of the 2024 National Schools Press Conference (NSPC) with the theme, Galing, Talino at Husay ng mga Batang Makabansa sa Diwa ng MATATAG na Adhika.

 

2. The conduct of the NSPC is aligned with the thrust of Republic Act (RA) No. 10533 known as Enhanced Basic Education Act of 2013, wherein Section 2 of the said policy states that, The State shall establish, maintain, andsupport a complete, adequate, and integrated system of education relevant to the needs of the people, the country, and society-at-large. The NSPC also responds to the Department's commitment to fostering holistic development through the MATATAG Agenda. It incorporates the 21st-century skills that learners continue to develop as they progress in the Basic Education Program. These standards and skills manifest in diverse journalistic experiences across print, broadcast, and new media.

 

3. The host region for this year's NSPC is Region VII, with Carcar City as the host division and Cebu Province as the co-host division. The conference will be conducted from July 8 to July 12, 2024 (exclusive of travel time).

 

4. The Conference aims to:

 

a. demonstrate understanding of journalism through skillful online);

b. recognize the role of journalism in advocating for social consciousness and environmental awareness; 

c. promote fair and ethical use of media as tenets of responsible journalism;

d. foster camaraderie and enrich learning experiences through healthy and friendly competitions; and

e. provide learners opportunities to use the skills learned in campus journalism for their future careers.

 

5. For the impartial and unbiased selection of contestants to participate in the NSPC, the Division Schools Press Conference (DSPC) and Regional Schools Press Conference (RSPC) shall be conducted. These conferences shall be held within the school year in compliance with DO 9, s. 2005, titled Instituting Measures to Increase Engaged Time-On-Task and Ensuring Compliance Therewith. The consent of the parent/ guardian for participation shall first be secured before allowing the learners to join any journalism-related conference.

 

A comprehensive RSPC report including the process and list of winners and judges shall be submitted three (3) weeks after the conduct thereof through email address at nspc@deped.gov.ph.

 

6. The qualifiers eligible for the NSPC are the following:

7. All Schools Division Offices (SDOs) and regions shall ensure that the schools participating in the DSPC, RSPC, and NSPC have school paper publications in Portable Document Format (PDF) or digital format.

 

8. The NSPC activities shall include the following:

ii. Collaborative Desktop Publishing (English and Filipino, elementary and secondary)

iii. Online Publishing (English and Filipino, secondary only)

iv. TV Script Writing and Broadcasting (English and Filipino, secondary only)

 

c. School Paper Contest (English and Filipino, elementary and secondary, in PDF)

9. Recognizing and respecting Intellectual Property Rights, the Department adheres to the rule concerning plagiarism. DepEd reiterates its stand to disqualify school papers found to have copied and published texts, graphics, and other materials without duly acknowledging their sources. The disqualification applies to all sections of the school paper.

 

10. Any form of plagiarism in all competitions, as proven by the board of judges, shall be ground for disqualification.

 

11. The decision of the Board of Judges is final and irrevocable.

How to Compute for the Overall Scores

 

13. Campus journalists can participate in only one event which may either be individual or group category.

 

14. The top five winners in all contest events shall be recognized and only the accumulated points from individual and group contests shall be included in the computation of the overall scores, following the guidelines contained in Enclosure No. 9.

 

15. There will be simultaneous sessions related to new media. Each region shall identify ten (10) secondary campus journalists (five in English, five in Filipino) and ten (10) school paper advisers. They are considered as official delegates to attend the sessions.

 

16. Each region is expected to submit the required documents using the format provided in the following enclosures, to wit:

·      The official list of entries duly signed by the Regional Director along with the requirements shall be submitted through email at nspc@deped.gov.ph while the regional entries in portable document format (PDF), duly endorsed by the Regional Director, shall be uploaded to the link to be provided to the regional journalism coordinators/education program supervisors in-charge of journalism. ONLY the Regional Office is authorized to submit the school paper entries on or before May 31, 2024

·      Late entries shall not be accepted.

·      Each participant must bring a 2x2 picture to be attached to the NSPC ID provided by the host region.

·      This official list signed by the Regional Director shall also serve as the official travel order of each region to be present to the host region upon registration.

·      If there are last-minute changes in the list of contestants, a justification/certification, duly signed by the RD/Head of Delegation, shall be submitted to the chair of the NTWG upon arrival at the contest venue.

·      Only the 185 official delegates shall be registered, thus, accommodated in the billeting areas, and entitled to receive the kits and Certification of Participation and Appearance.

·      Early confirmation and registration with the host region is required.

·      Registration is only until June 14, 2024.

17. Learners at the elementary and secondary levels (both junior and senior high schools) are eligible to join the contests.

 

18. The Official Regional Delegation shall consist of 185 participants. The delegates are expected to be at the venue on July 7, 2024. The first meal will be dinner on July 7, 2024, and the last meal will be afternoon snack on July 12, 2024.

 

19. For TV Scriptwriting and Broadcasting contestants, an orientation will be conducted on July 7, 2024. Details of the venue will be relayed through the Regional Supervisor in charge of Campus Journalism a week before the orientation.

 

20. Regions and SDOs that will request assistance for the participants are advised to coordinate with the following contact persons from Region VII:

21. Incidental expenses incurred by official delegates shall be covered by the school's Maintenance and/ or Other Operating Expenses, local/regional funds, Special Education Fund, or the School Campus Journalism Fund, and other sources as applicable. However, the travel expenses of student-participants will be subsidized by the Central Office and charged against the Development and Promotion of Campus Journalism (DPCJ) funds. If the travel expenses of the participants exceed the allocated funds for their region/ division, the remaining expenses shall be covered by any available source or local funds. All expenses are subject to the usual accounting and auditing rules and regulations.

 

22. The fund transfer amounting to Twenty-Eight Million Six Hundred Fifty Nine Thousand and Three Hundred Pesos only (P28,659,300.00) shall be downloaded to the host region to cover the cost of the following:

  

a. board and lodging of NTWG, judges and delegates;

b. support fund for travel expenses of student-participants;

c. meals of participants;

d. rental of venues and equipment;

e. rental of service vehicles for NTWG, judges and delegates;

f. payment for utilities;

g. supplies and materials;

h. medals, plaques, and certificates/token; and

1. contingency and other related expenses incurred in the conduct of NSPC.

 

23. Statement of Expenditures audited by the local Commission on Audit and noted by the RD shall be submitted to the Chief of Accounting Division, DepEd Central Office a month after the conduct of the activity.
