1. The Department of Education (DepEd), through the Bureau of Education Assessment (BEA), will administer the Early Language, Literacy, and Numeracy Assessment (ELLNA), National Achievement Test for Grade 6 (NATG6), National Achievement Test for Grade 12 (NATG12) for School Year (SY) 2023-2024, pursuant to DepEd Order (DO) No. 55, s. 2016, titled Policy Guidelines on the National Assessment of Student Learning for the K to 12 Basic Education Program within the following testing windows:

2. The conduct of the tests is pursuant to DO 022, s. 2023 titled Implementing Guidelines on the School Calendar and Activities for the School Year 2023-2024 and DO 003, s. 2024 titled Amendment to DepEd Order No. 22, s. 2023 (Implementing Guidelines on the School Calendar and Activities for the School Year 2023-2024).
3. In accordance with DO 027, s. 2022, titled Conduct of Rapid Assessment in School Year 2021-2022 for Learning Recovery as well as in Preparation for the 2024 Baseline System Assessment, the current Grades 3, 6, and 12 learners of the present SY will be taking the assessments.
4. The ELLNA will be administered to all currently enrolled Grade 3 learners in public schools, while the NATG6 will be administered to all public and private schools, and learners will be sampled in each school. On the other hand, the NATG12 will be administered to all currently enrolled Grade 12 learners in public and private schools.
5. The three assessment programs will be administered on a paper-based modality to all regional offices (ROs), schools division offices (SDOs), and schools.
6. In reference to DO 29, s. 2022 titled Adoption of the Basic Education Monitoring and Evaluation Framework, DepEd has to identify and articulate performance indicators and outcomes for measuring performance in the development of plans and policies. These indicators and outcomes will be used for the assessment of the effectiveness and efficiency of the delivery of education services. The results of system assessments will serve as evidence for the improvement of the curriculum implementation.
7. The ELLNA is to be administered at the end of Grade 3 as a key stage assessment to determine if students are meeting the learning standards in early language, literacy, and numeracy. The test is in a multiple-choice item format. Moreover, English, Filipino, and Mother Tongue shall be the languages for this assessment.
8. The NATG6 and NATG12 are exit assessments under the national assessment framework of the K to 12 Basic Education Program. These tests are designed to determine if Grade 6 and Grade 12 learners are meeting the learning standards in the Elementary and Senior High School (SHS) curriculum. The exit assessments shall cover 21st Century Skills (Problem-Solving, Information Literacy, and Critical Thinking) using learning areas in English, Mathematics, Science, Filipino, and Araling Panlipunan as content in NATG6, and the core SHS learning areas of Science, Philosophy, Language and Communication, Media and Information Literacy, Mathematics, Humanities, Wika at Komunikasyon, and Social Science in NATG12. The test design is progressive in nature wherein test items measure varying levels of skills in a multiple-choice format using English and Filipino languages.
9. BEA will manage the national implementation of the ELLNA, NATG6, and NATG12 with the assistance of the ROs and SDOs. BEA will conduct a virtual orientation for Regional Testing Coordinators, Division Testing Coordinators, and SDO Private School Supervisors on the administration of the tests. The meeting link will be sent through an advisory.
10. An authorized forwarder will deliver and retrieve the test materials to and from the SDOs.
11. Health and safety protocols must be followed in all activities related to the national test administration.
