CONSTITUTION OF THE DEPARTMENT OF EDUCATION UNION-MANAGEMENT COORDINATING COMMITTEE

1. Article I, Section 6 of the 2021 Collective Negotiation Agreement (CNA) between the Department of Education and the DepEd-National Employees Union states that, The Department and the Union shall promote a progressive and harmonious relationship and uphold the letter and this Agreement. Furthermore, Article VIII, Section 1 of the CNA states that, The Joint Negotiating Panel shall serve as Union-Management Coordinating Committee (UMCC) to monitor implementation and address issues relative to this CNA.
2. In view of the foregoing, a UMCC is to be constituted and will function for the duration of the existing CNA. It shall be composed of the following:
a. Management Representatives
i. Undersecretary Gloria Jumamil-Mercado, Chairperson
ii. Undersecretary Revsee A. Escobedo, Vice-Chairperson
iii. Undersecretary Omar Alexander V. Romero, Member
iv. Undersecretary Nolasco A. Mempin, Member
v. Assistant Secretary Francis Cesar B. Bringas, Member
b. DepEd NEU Representatives
i. Atty. Domingo B. Alidon, Chairperson
ii. Mr. Johnny G. Balawag, Co-Chairperson
iii. Atty. Jose B. Guibone, Member
iv. Mr. Efren Li. Alcera, Member
v. Mr. Alim J. Maguindanao, Member
3. The newly-constituted UMCC shall
a. monitor the implementation of the CNA and report issues or problems relative to its implementation at the Central, regional, schools division offices, and schools nationwide;
b. recommend solutions to controversies or conflicts arising from the interpretation and/or enforcement of the CNA;
c. disseminate the CNA to all concerned employees; and
d. convene once every quarter or as the need arises at such place and time agreed upon by the parties.
4. The Bureau of Human Resource and Organizational Development-Employee Welfare Division (BHROD-EWD) shall serve as the Secretariat and shall provide the necessary assistance and support services to the UMCC.
