2023 NATIONAL LITERACY CONFERENCE

1. In celebration of the annual Literacy Week, as stipulated in Presidential Proclamation No. 239, s. 1993 titled Declaring the Period from September 2 to 8 of Every Year as Literacy Week and DepEd Memorandum No. 072, s. 2019 titled Annual Celebration of the Literacy Week, the Department of Education (DepEd), through the Literacy Coordinating Council (LCC), announces the conduct of the 2023 National Literacy Conference (NLC) with the theme, Building a Culture of Literacy: The Power of Communities as Catalysts of Literacy Development, which will be held on October 10-13, 2023 inclusive of travel time at a venue that will be announced later. The 2023 NLC will be live-streamed simultaneously on DepEd Philippines and Literacy Coordinating Council's Facebook pages.
2. The 2023 NLC highlights the role that communities play in fostering and promoting literacy skills among learners and individuals through its four sub-themes, namely, (1) Building a Culture of Literacy Towards a MATATAG Nation, (2) Strengthening Intercultural and Inclusive Teaching and Learning Practices, (3) Recognizing the Vital Role of Communities in Literacy Development, and (4) Advancing Literacy Through Research and Development. It hopes to signify the importance of creating a culture of literacy where communities are inspired to enhance and provide educational opportunities, advocate for lifelong learning, and empower community members to participate actively in society.
3. The 2023 NLC specifically aims to:
a. Increase awareness of key education stakeholders on the current initiatives of the Department of Education geared on building a culture of literacy;
b. Strengthen intercultural and inclusive teaching and learning practices in an ever-changing education landscape;
c. Intensify stakeholder participation in community-based literacy development; and
d. Gather policy recommendations that may influence, shape, or impact approaches, strategies, and mechanisms at the national and local level in building a culture of literacy in the country
4. Call for Papers. This year, in fulfillment of the objective to gather policy recommendations, an open call for research studies/papers relevant to literacy will be launched. Interested scholars, teachers, professionals, and other researchers may submit their abstract and other relevant requirements to the LCC Secretariat through the link: https://bit.ly/2023NLC_CallForResearch on or before September 8, 2023 (Friday). Specific guidelines on the submission of entries are found on Enclosure No. 2 - Guidelines on the Call for Papers.
5. The expected participants to this conference are as follows:

6. DepEd Regional Offices (ROs) are enjoined to identify and invite their respective delegates based on the above breakdown and distribution of participants. No registration fees will be collected for the purpose of this conference and only those who will be officially endorsed by the ROs will be considered as the official delegate. Ros shall submit to the LCC Secretariat the official list of participants on or before September 8, 2023 (Friday) via email at lcc@deped.gov.phusing the template provided in Enclosure No. 1 - Official List of Regional Delegates. Official delegates are required to accomplish the registration form that will be sent by the LCC Secretariat upon receipt of the official list of regional delegates.
7. The first meal to be served for the conference is lunch on October 10, 2023 (Tuesday) and the last meal will be AM snacks on October 13, 2023 (Friday). Expenses to be incurred by the participants beyond these dates shall be on their personal account.
8. Board and lodging expenses will be charged to LCC Secretariat funds through the National Literacy Policies and Programs (NLPP) while transportation expenses of the official participants will be charged to local funds, subject to the usual accounting and auditing rules and regulations.
9. Enclosed is a copy of the indicative program of activities for the 2023 National Literacy Conference (Enclosure No. 3 - Indicative Program of Activities). Additional details and information will be posted in LCC's Facebook page and website at https://www.facebook.com/LiteracyCoordinatingCouncil and https://lcc.deped.gov.ph/.
