1. The National Commission for Culture and the Arts (NCCA), in cooperation with the Department of Education (DepEd), will conduct the following projects of the Philippine Cultural Education Program (PCEP) for 2023:

1. Graduate Diploma in Cultural Education (GDCE) | The 24-unit graduate credit program follows a two-summer ladderized curriculum designed for public school teachers of any subject area in the elementary and high school levels. Each phase consists of 12 graduate-level academic credits. Level I scholars are expected to continue to Level II. Successful graduates of this two-summer program have the option to continue to the Master of Education, Major in Cultural Education to be offered in HEis selected by NCCA. The NCCA shall provide the scholarship grant consisting of full tuition and a P5,000.00 stipend to subsidize meals, accommodations, and other sundry expenses. | Date of Implementation: July 17-August 13, 2023 Qualifying Exam: May 22--June 10, 2023 (Please see Enclosure No.1 for the list of higher education institutions [HEis]) |
2. Graduate Diploma in Teaching Arts (GDTA) | A 24-unit post-baccalaureate program divided into Level I and Level II which offers foundation and major courses to enhance the students' understanding of the basic theories, processes, and applications of arts, culture, and heritage in the culture-based teaching of the basic education curriculum. GDTA can apply classroom concepts in professional settings through internships and independent studies at numerous arts organizations in their own region. The arts management program maintains academic and professional relationships with many national and regional institutions. Level 1 scholars are expected to continue to Level II. 3. Pagsasanay sa Edukasyong Pangkultura (PEP) | An Island Cluster Seminar on Culture-Based Teaching Methodologies, Content Approaches, and Management | June-August 2023 |
4. 11th DIWANG: Sagisag Kultura ng FilipinasCompetition | The Diwang Competition aims to introduce, promote, and practice the 2000 cultural icon gathered, compiled, and published by the NCCA and to produce new creative works that promotes Sagisag Kultura. This year, the diwang project will include lectures and workshops that will equip participants who will join the contest proper. The project aims to introduce, promote, and practice the 2000 cultural icons gathered, compiled, and published by the NCCA. 1. Tiktok Making Contest on Local Sagisag KulturaIcons; 2. Gawad PCEP: Student-Teachers Teaching Demo (Video Contest); 3. Lesson Exemplar: Culture-based Module Writing Contest· 4. Balagtasan Development and Competition; and 5. 5. AGORA Crossroads of Creativity, Culture and Ideas | Promotion of CulEd Products, such as publications, exhibitions, cultural researches/cultural dissertations/cultural study outputs and intangible cultural-songs, dances, drama, poetry, seminars and workshops. | February-September 2023 |
6. Dunong Katutubo at ang Kontemporaryong Daigdig | 1. National Conference on Language – In partnership with UP-Sentro ng Wikang Filipino. This conference is based on the Agenda sa Wika crafted by the KWF and will highlight Language as part of our culture and what the NCCA-PCEP can do this matter. 2. Kuwentong Supling Workshop - Maranao - Sama - Maguindanao Kuwentong Supling will acknowledge the importance of contextualizing the teaching and learning materials. It will support to the MTB-MLE program by re-telling different Philippine folktales in selected language community to come up with Filipino – Regional Language Children’s Book. | March-November 2023 |
7. Kabaro Gender Awareness and Sensitivity Training | A two-day online summit on promoting and deepening cultural awareness and appreciation in different sectors of society. | March-September 2023 |
2. All DepEd regional directors and NCCA - DepEd regional coordinators are requested to release a Regional Memorandum per program indicating the final dates, venue, and program design in consultation with PCEP. The PCEP Secretariat shall coordinate with the regional coordinators on the details and requirements per program. Expenses of the participants relative to the programs shall be charged against local funds.
3. All NCCA - DepEd regional coordinators are enjoined to attend the PCEP 2023 Program Orientation and Evaluation. Individual letters with the date, venue, and program will be sent via email. The directory of DepEd regional coordinators is provided in Enclosure No. 2.
4. All officers and members of the National Association of Cultural Educators and Scholars (NACES) are requested to participate in all the above-cited PCEP 2023 Programs. The list of Officers per Island Cluster is provided in Enclosure No. 3.
5. Participation of teachers from public and private schools shall be purely voluntary and shall not hamper instructional time in compliance with the provisions of DepEd Order (DO) No. 34, s. 2022 titled School Calendar and Activities for the School Year 2022-2023 and DO 9, s. 2005 titled Instituting Measures to Increase Engaged Time-on-Task and Ensuring Compliance Therewith.
