81ST ARAW NG KAGITINGAN AND PHILIPPINE NATIONAL VETERANS WEEK

1. The Department of Education (DepEd) announces the celebration of the 81st Araw ng Kagitingan and Philippine Veterans Week, pursuant to Executive Order No. 203, s. 1987, titled Providing a List of Regular Holidays and Special Days to be Observed throughout the Philippines and For Other Purposes which declared the 9th day of April as Araw ng Kagitingan (Bataan and Corregidor Day), Presidential Proclamation (PP) No. 466, s. 1989, titled Declaring the Period April 5 to 11 of every year as Philippine Veterans Week, and PP 90, s. 2022, titled Amending Proclamation No. 42, s. 2022, Declaring the Regular Holidays and Special (Non-Working) Days for the Year 2023.

 

2. PP 90, s. 2022 specifies that the commemoration of Araw ng Kagitingan (April 9), a regular holiday, falls on a Sunday. To give our countrymen the benefit of a longer weekend, Monday, April 10, 2023, in lieu of Sunday, April 9, 2023, may be declared a non-working holiday, provided that its historical significance is maintained.

 

3. The celebration of Philippine Veterans Week and the 81st Anniversary of Araw ng Kagitingan will be on April 5, 11, and 12, 2023, and April 10, 2023, respectively.

 

4. The celebration aims to instill in the minds and hearts of the Filipino people especially the youth that the freedom the Filipinos enjoy today was nourished by the blood and sacrifices of their veteran forefathers.

 

5. All government agencies including government-owned and controlled corporations, nongovernmental organizations, private associations, institutions, and individuals are enjoined to assist, cooperate, and participate in this historic commemoration.

 

6. In support of said commemorations, DepEd, through its External Partnerships Service (EPS}, and Curriculum and Teaching (CT) Strand, in cooperation with the Department of National Defense (DND), Veterans Federation of the Philippines (VFP), and Philippine Veterans Affairs Office (PVAO), shall conduct a Poster Making, Oratorical, Essay Writing, and Song Writing Contests as part of said celebration. The contest mechanics are provided in Enclosure Nos. 1, 2, 3 and 4, respectively 

 

7. To make this year's celebration more meaningful, officials of the regional offices, schools division offices, and schools are encouraged to attend the program in all sites and venues and discuss the significance of Araw ng Kagitingan and Philippine Veterans Week during classroom discussions with the following suggested activities: 

 

a. integration of activities into related subject areas: Sibika at Kultura; Heograpiya, Kasaykasayan at Sining (HEKASI); Araling PanlipunanEdukasyon sa Pagpapakatao (EsP); Music, Arts, Physical Education and Health (MAPEH); Filipino; and English;

 

b. sharing of insights or other creative activities;

 

c. symposium or round table discussion to raise awareness on the event, and learn the values of nationalism, patriotism, and love of country which were exhibited by the veterans during the trying periods of this country;

 

d. putting up of bulletin board within the campus and displaying informative materials concerning the commemorative events; and

 

e. other related activities.

 

8. Expenses incurred relative to the conduct of said activities shall be charged to local funds, regional/division Maintenance and Other Operating Expenses (MOOE), Parents and Teachers Association (PTA) and Parents Teachers and Community Association (PTCA) funds, local school board funds, and other sources. While the travel allowances and per diem of the DepEd Central Office (CO) and members of the Technical Working Group (TWG) shall be charged to AC-23 EPS-SEU BPLP P014. subject to the usual accounting and auditing rules and regulations.

81ST ARAW NG KAGITINGAN AND PHILIPPINE VETERANS WEEK CREATIVE PAINTING CONTEST MECHANICS

 

1. Background and Objectives

 

In celebration of the 81st Araw ng Kagitingan and Philippine Veterans Week, the Department of Education (DepEd), the Philippine Veterans Affairs Office (PVAO), and the Department of National Defense (DND), are sponsoring a Poster Making Contest.

 

The objectives of the contest are to increase awareness of historical places in the Philippines during World War II where veterans fought for the country and sacrificed lives and remember the reasons why we experience freedom up to this day.

 

2. Participants

 

The contest is open to all Grades 7, 8, and 9 students enrolled in any public and private secondary schools nationwide. The school should be duly recognized by DepEd. Previous winners of all Special Events Unit-organized contests are ineligible to join to give others a chance.

 

3. Scope/Theme


The entries must depict the lives, works, and heroism of our Filipino heroes who fought for our country and adhere to this year’s theme, "KAGITINGAN NG MGA BETERANO, PUNDASYON NG NAGKAKAISANG PILIPINO."

 

4. Entry Specification

 

Only submitted entries that satisfy the requirements and specifications of the contest will be considered official.

 

4.1 The poster should be on a 15”x 20” illustration board. 

 

4.2 Contestants may use any medium of their choice (e.g., oil paste, crayon, and watercolor).

 

4.3 The poster must be described in one or two sentences. The description must be typewritten and printed on a ½ A4 bond paper and posted at the back of the entry together with the following information:

4.3.1 Name of Learner

4.3.2 Contact Number

4.3.3 School 

4.3.4 Division

4.3.5 Region

 

4.4 The Philippine Flag must not be used as the poster’s background. If included, it should be placed prominently to emphasize its importance to the artwork (Sec. 39 – Prohibited Acts under Republic Act (RA) No. 8491, titled “An Act Prescribing the Code of the National Flag, Anthem, Motto, Coat-of-Arms and Other Heraldic Items and Devices of the Philippines”).

 

5. Criteria

 

5.1 Adherence to the Scope and Objectives   ---------- 25%

6. Determination and Announcement of Winners

 

The contestant with the highest score shall be declared the National Champion and the contestants with the second and third highest scores shall be declared as the first and second runners-up, respectively, and so on.

 

The names of the winners and the process of claiming their prizes will be announced in a separate memo.

 

7. Submission of Entries

 

7.1 The deadline for submitting entries is May 04, 2023, at 5:00 p.m. Submissions beyond the deadline will be disqualified.

 

7.2 Only one (1) entry PER REGION is allowed. Each entry must be accompanied by the following requirements:

 

7.2.1 Endorsement from RO

7.2.2 Certification from the school principal that the contestant is currently enrolled (School Year 2022-2023)

81st ARAW NG KAGITINGAN AND PHILIPPINE VETERANS WEEK ORATORICAL CONTEST MECHANICS

 

Subject to changes as may be determined appropriate, the following general rules shall apply:

 

1. Participants

 

The contest is open to all Grades 4, 5, and 6 students enrolled in any public and private elementary schools nationwide. The school should be duly recognized by DepEd. Previous winners of all Special Events Unit-organized contests are ineligible to join to give others a chance.

 

2. Theme and Content

 

The oratorical piece must be in Filipino, original, never been published, and expounding on the theme, "KAGITINGAN NG MGA BETERANO, PUNDASYON NG NAGKAKAISANG PILIPINO."

 

The piece must be delivered for a minimum of five (5) minutes and a maximum of seven (7) minutes.

 

The oration MUST NOT, in whole or in part, whether expressed or implied, offend any race or religious freedom, nor should it be against the laws of environment, honor, dignity, or moral standards of Filipinos.

 

3. Criteria

 

a. Content: sincerity, originality, and relevance to the theme

50%

b. Delivery: posture, gesture, eye contact, facial expression, pronunciation, volume, and mastery

40%

c. Persuasion and stage presence

10%

4. Attire/Framing

 

The contestants shall record their piece with half-body framing and wear the appropriate attire when delivering their oratorical piece:

 

·      Boys – Barong

·      Girls – Simple Filipiniana Dress

The contestant with the highest score shall be declared the National Champion and the contestants with the second and third highest scores shall be declared as the first and second runners-up, respectively, and so on.

81ST ARAW NG KAGITINGAN AND PHILIPPINE VETERANS WEEK ESSAY WRITING CONTEST MECHANICS

 

1. Background and Objectives

 

In celebration of the 81st Araw ng Kagitingan and Philippine Veterans Week, the Department of Education (DepEd), the Philippine Veterans Affairs Office (PVAO), the Department of National Defense (DND), and the Veterans Federation of the Philippines (VFP) are sponsoring an Essay Writing Contest.

 

The objectives of the contest are to increase awareness of the Araw ng Kagitingan as a shining moment of courage and commitment to freedom by our World War II (WWII) veterans.

 

2. Participants

 

The contest is open to all Grades 7, 8, and 9 students enrolled in any public and private secondary schools nationwide. The school should be duly recognized by DepEd. Previous winners of all Special Events Unit-organized contests are ineligible to join to give others a chance.

 

3. Scope/Theme

 

The entries must depict the lives, works, and heroism of our Filipino heroes who fought for our country and adhere to this year’s theme, "KAGITINGAN NG MGA BETERANO, PUNDASYON NG NAGKAKAISANG PILIPINO." The entry must be a true-to-life story of the veteran/s (alive or deceased). The interviewee/s must be the veteran’s relative up to the 4th degree of consanguinity.

 

4. Entry Specification

 

The essay must be crafted from the story of the veterans/s relative(s). It should

 

4.1 be written in Filipino;

4.2 be typewritten on an A-4 bond paper;

4.3 have single-line spacing;

4.4 have one (1) inch margin on both sides;

4.5 use Times New Roman, font size 12;

4.6 have a minimum of three (3) pages and a maximum of four (4) pages; and

4.7 cite the name(s), address, telephone number/s (if any) of the veteran/s interviewed at the end of the essay.

Subject to changes as may be determined appropriate, the following general rules shall apply:

 

1. Participants

 

The contest is open to all Grades 10, 11, and 12 students enrolled in any public and private secondary schools nationwide. The school should be duly recognized by DepEd. Previous winners of all Special Events Unit-organized contests are ineligible to join to give others a chance.

 

2. Theme and Content

 

2.1 The song composition must fully describe KAGITINGAN through this year’s theme, "KAGITINGAN NG MGA BETERANO, PUNDASYON NG NAGKAKAISANG PILIPINO."

 

2.2 The song entry must have a minimum duration of three (3) minutes and a maximum of four (4) minutes.

 

2.3 The lyrics and melody of the song should be original.

 

2.4 The song must not contain any vulgar, inappropriate, or offensive language.

 

3. Criteria

 

3.1 Music: Creativity, Originality, Arrangement

3.2 Lyrics: Content, Cohesiveness, Prose (structure)

5.6 Once submitted, all entries become the intellectual property of the PVAO, weather or not the song becomes the winning piece.
