UPDATING THE GOVERNANCE STRUCTURE OF PROJECTS SUPPORTED BY OFFICIAL DEVELOPMENT ASSISTANCE

1. The Department of Education (DepEd) is one of the executing agencies of projects supported by Official Development Assistance (ODA) in the form of loans or grants. As defined in Republic Act (RA) No. 8182 or the Official Development Assistance Act of 1996, ODA refers to a loan or grant administered with the objective of promoting sustainable social, and economic development and welfare in the Philippines. ODA resources are contracted with governments of foreign countries with whom the Philippines has diplomatic, trade relations, or bilateral agreements or which are members of the United Nations, their agencies and international or multilateral lending institutions. These development projects provided by funding agencies include a set of special and priority activities committed to be implemented and completed in an agreed period of time that will support the improvement of the country's basic education.
2. DepEd ODA portfolio is being managed and coordinated by the Project Management Service (PMS) under the Office of the Undersecretary for Finance. PMS executes its mandate through the development, implementation, management, coordination, as well as monitoring and evaluation of capital-intensive and largescale projects that involve two or more units or agencies, per DepEd Order (DO) No. 001, s. 2023 titled Revised Designation of Undersecretaries and Assistant Secretaries to their Strands and Functional Areas of Responsibilities and Revised Signing Authorities.
3. To ensure that ODA resources are fully maximized and projects are implemented in accordance with the agreed conditionalities between funding agencies and government/DepEd, a governance structure for each of the ODA projects has been established to facilitate coordination within DepEd, with oversight agencies of government and with multilateral and bilateral development partners. The governance structure of DepEd ODA projects mainly comprises the Project Steering Committees (PSCs) which provide overarching strategic direction and leadership; the Project Management Committees (PMCs) which execute PSC decisions; the Technical Working Groups (TWGs) which handle the day-to-day project operations; and the PMS which coordinates overall project implementation.
4. Under the previous administration, PSC of a loan-funded project is chaired by the DepEd Secretary, and for grant-assisted projects, the PSC Chairmanship is shared with the representative from the development partner concerned. The PMC, on the other hand, is chaired by different Undersecretaries designated by the Secretary, formerly known as Executive Sponsors.
5. To clarify accountability over project outputs and results, the composition of DepEd representatives in the PSC and PMC levels of the governance structure is updated, as follows:
a. The DepEd Secretary will continue to chair all the PSC of ODA-supported projects and designates the Undersecretary supervising the ODA/PMS as the alternate representative, in case of the nonavailability of the former; and
b. The Undersecretary supervising the ODA/PMS is designated as the Chairperson of the PMC. In case of non-availability, the PMS Director is designated as an alternate representative.
The TWGs will continue to be the project implementing units at the central and field levels, and PMS remains to be the project integration and coordination office. The DepEd members of the other bodies in the enclosed governance structure not updated herein remain the same.
6. The duties and responsibilities committee membership of DepEd Officials shall follow the specific project implementation documents and other pertinent project agreements.
7. The membership of DepEd Officials in the PSC and PMC for ongoing and upcoming ODA projects shall be based on their term of service in the Department and the duration, or until the closure, of the specific project they are involved in.
