2022 ASEAN MONTH CELEBRATION

1. The Association of Southeast Asian Nations (ASEAN) was established on August 8, 1967, through the signing of the ASEAN Declaration (Bangkok Declaration). The Foreign Ministers of Indonesia, Malaysia, the Philippines, Singapore, and Thailand signed the original Declaration. Later, Brunei Darussalam, Cambodia, Lao People's Democratic Republic, Myanmar, and Vietnam joined the association, forming the current ASEAN Member States.
2. By virtue of Presidential Proclamation No. 282 dated July 31, 2018 (Amending Proclamation No. 1008 dated May 21, 1997), declaring the month of August of every year as ASEAN Month and Civil Service Commission Memorandum Circular No. 013 dated July 8, 2019, enjoining all government agency heads to include the singing of the ASEAN Anthem and sharing of information on ASEAN in all flag raising ceremonies within August of every year beginning 2019, the Department of Education (DepEd) is organizing an ASEAN Month Celebration for 2022.
3. Following Cambodia's ASEAN Chairmanship theme this year, ASEAN A.C.T: Addressing Challenges Together, and the Department of Foreign Affairs' (DFA) theme, ASEAN Youth: Embracing Identity Towards an Empowered Future, as well as ASEAN's declaration of 2022 as the Year of ASEAN Youth, DepEd theme for this year's ASEAN Month celebration is Act as One: Road to Recovery towards a Resilient ASEAN.
4. The Department, through the International Cooperation Office (ICO), will organize a series of activities, which include (1) a flag-raising ceremony on August 8, 2022; (2) a week-long ASEAN Cultural Exhibition; and (3) a Forum on International Partnerships and Commitments in Basic Education. The proposed schedule of activities is provided in the Enclosure.
5. In addition, the ICO annually provides all regional offices (ROs) with support funds for the celebration of ASEAN Month. All ROs are enjoined to utilize the aforementioned funds by initiating and implementing activities that will help raise awareness about ASEAN during ASEAN Month. Minimum health standards must be observed during the conduct of such activities.

Notes:
1. Learners, teaching, and non-teaching staff, local and abroad, are encouraged to regularly visit the DepEd Philippines and DepEd-International Cooperation Office Facebook pages for information about ASEAN and the 2022 ASEAN Month Celebration.
2. All Undersecretaries, Assistant Secretaries, Central Office Bureau and Service Directors, and Division Chiefs shall attend the Flag-Raising Ceremony at the Bulwagan ng Karunungan on 8 August 2022. All other Central Office personnel shall join the ceremony simultaneously in front of the Rizal Building entrance, following the usual set-up of the weekly flag-raising ceremony. The said ceremony will also be live-streamed on DepEd Philippines and DepEd-International Cooperation Office Facebook pages.
3. All DepEd Central Office Personnel are encouraged to visit the ASEAN Cultural Exhibition at the Rizal Lobby.
