DISPLAY OF THE SEAL OF REGISTRATION OF THE DEPARTMENT OF EDUCATION TO THE NATIONAL PRIVACY COMMISSION

1. In compliance with Republic Act No. 10173, or the Data Privacy Act of 2012, which upholds the fundamental right to privacy and the confidentiality of communication, while also supporting the free flow of information to encourage innovation and development, its Implementing Rules and Regulations (IRR), and issuances of the National Privacy Commission (NPC), the physical and online premises of the Department of Education (DepEd) shall display its NPC Seal of Registration (SOR) on its physical and online premises.
2. Following the registration of DepEd's Data Protection Officer, the Department completed the required steps to secure its Certificate of Registration (COR) and SOR from the NPC. As of September 15, 2025, DepEd has been recognized as having duly complied with the registration requirements of the Data Privacy Act of 2012, its Implementing Rules and Regulations, and all related issuances, resulting in the issuance of its official NPC COR and SOR.
3. As part of its commitment to strengthen data protection practices and full compliance with privacy regulations in order to safeguard the personal data and rights of its learners, personnel, and other stakeholders in all its operations, and pursuant to Section 32 of NPC Circular No. 2022-04 (Registration of Personal Data Processing System, Notification Regarding Automated Decision-Making or Profiling, Designation of Data Protection Officer, and the National Privacy Commission Seal of Registration), all offices of DepEd are advised to prominently display the NPC SOR:
a. Section 32. Mandatory Display of Seal of Registration. The Seal of Registration must be displayed at the main entrance of the place of business, office, or at the most conspicuous place to ensure visibility to all data subjects.
b. A Personal Information Controller (PIC) or Personal Information Processor (PIP) is also required to display the Seal of Registration on its main website, or at least the webpage specifically pertaining to the Philippines for global websites, and only as either:
(1) a clickable link leading to the privacy notice; or
(2) displayed directly on the privacy notice page.
4. For the Department's physical presence, the Central Office (CO), regional offices (ROs), and schools division offices (SDOs) sha11 ensure that the NPC SOR is:
a. printed on A4-sized paper using colored ink for visibility and authenticity;
b. laminated or encased in plastic to protect against damage from weather or handling; and
c. prominently displayed at the main entrance or guard/reception area of the office and/ or departments where they are easily visible ta visitors and staff.
5. For the Department's online presence, all services and bureaus managing the online platforms of DepEd are desired to update their respective user interfaces to prominently display the NPC SOR. This seal shall be hyperlinked to the site's Data Privacy Notice to ensure transparency and compliance with the Data Privacy Act of 2012.
6. The strict compliance with the mandatory posting of the COR and SOR of DepEd to the NPC under Section 32 of NPC Circular No. 2022-04 shall be observed at all times. Failure to comply with the said Circular may result in the following sanctions and penalties:
a. Revocation of DepEd's COR under Section 3S(A) of NPC Circular No. 2022-04 for non-compliance with NPC's directives;
b. Liability to pay administrative fines for non-compliance under Section 37 of NPC Circular No. 2022-04, as well as NPC Circular No. 2022-01 (Guidelines on Administrative Fines) for other infractions; and/ or,
c. Issuance of a Cease and Desist Order from processing personal data under Section 38 of NPC Circular No. 2022-04.
