COMMEMORATION OF THE 129th ANNIVERSARY OF THE MARTYRDOM OF DR. JOSE P. RIZAL

1. Pursuant to the Decree of December 20, 1898, signed by President Emilio Aguinaldo in Malolos, Bulacan, celebrating December 30, 1898, as a National Day of Mourning for Rizal and all the Victims of the Spanish colonial rule of the Philippines, the Department of Education (DepEd) will commemorate the said event on December 30, 2025, at 7:00 a.m., with the theme Rizal: Sa Pagbangon ng mga Mamamayan, Aral at Diwa mo ang tunay na Gabay.

 

2. This year's commemoration will be conducted simultaneously in various sites and venues nationwide (refer to the Enclosure), with the national ceremonies traditionally held at the Rizal Monument, Rizal Park, Manila. The National Historical Commission of the Philippines (NHCP), as the Chair of the National Steering Committee on National Observances pursuant to Administrative Order No. 23, s. 2011 (Creating a Steering Committee on National Observances), shall lead the national rites. Regional, schools division offices, and schools are likewise encouraged to coordinate with their respective local government units and stakeholders for the local conduct of appropriate and meaningful activities.

 

3. The following objectives shall guide the observance:

a. Honor and celebrate the life, works, and martyrdom of Dr. Jose P. Rizal;

b. Instill in learners a deep sense of nationalism, patriotism, discipline, and service to others embodied in Rizal's writing and actions;

c. Deepen awareness of Rizal's contribution to education, reform, and nation building; and

d. Encourage meaningful reflection on the relevance of Rizal's ideals to contemporary Filipino society.

 

4. In support of this commemoration, all public and private schools are enjoined to undertake appropriate and meaningful activities, such as but not limited to:

 

a. Flag-raising and tribute ceremonies highlighting Rizal's life and sacrifice;

b. Classroom discussions on Rizal's works, particularly Noli Me TangereEl Filibusterismo, and his essays (e.g., debate or panel talk);

c. Conduct quiz bees, poster or infographic-making, and essay-writing contests on Rizal's life and ideals;

d. Learner-led dramatized reading, or short role playing, or declamation of Rizal's poems (e.g., Mi Ultimo Adiosor selected scenes in El Filibusterismo and Noli Me Tangere);

e. School exhibits showcasing Rizal's life, travels, and influence on Philippine nationhood (e.g., art exhibits, film viewing, and reflection)· and

f. Community-based activities, including participation in local government commemorative programs in partnership with the NHCP and civic organizations.

 

5. Public and private schools are encouraged to integrate these activities within class discussion or schedule them appropriately to ensure learning continuity. These activities shall be conducted in a manner that will not disrupt regular classes and strictly adhere to DepEd Order (DO) No. 9, s. 2005 titled Instituting Measures to Increase Engage Time-on-Task and Ensuring Compliance Therewith.

 

6. Teachers who will attend the activity scheduled on weekends (Saturdays and/or Sundays) or holidays shall be granted one day service credit depending on the number of weekends/holidays the activity falls on, in accordance with DO 013, s. 2024, Revised Guidelines on the Grant of Vacation Service Credits for Teachers.

 

7. Expenses incurred during the conduct of said activity shall be charged to local funds, regional/ division Maintenance and Other Operating Expenses, and other sources as available, subject to the usual government accounting and auditing rules and regulations.
