ADOPTION AND DEPLOYMENT OF EDUKAHON: DEPARTMENT OF EDUCATION’S STANDARDIZED SCHOOL RECOVERY KIT FOR LEARNING CONTINUITY IN TIMES OF EMERGENCIES AND DISASTERS

1. The Department of Education (DepEd) upholds every Filipino learner’s right to quality and continuous education, even in the face of disasters and emergencies. To ensure that schools are prepared to provide access to continuous learning, consistent with the provisions of Republic Act No. 12028 (Academic Recovery and Accessible Learning Program), and DepEd Order (DO) No. 018, s. 2025 titled Implementing Guidelines for the Academic Recovery and Accessible Learning (ARAL) Program, the Department issues the enclosed guidelines on the Institutionalization of Edukahon: DepEd’s Standardized School Recovery Kit for Learning Continuity in Times of Emergencies and Disasters.

 

2. Edukahon is an emergency education response package that aims to provide immediate relief and ensure learning continuity for affected learners, teachers, and schools. It is designed to

 

a. provide immediate replacement or substitutes for lost school supplies and teaching and learning materials;

b. support teaching and learning in evacuation centers and temporary learning spaces; and

c. strengthen disaster-preparedness mechanisms of DepEd for learning continuity.

 

3. Pursuant to DO 022, s. 2024 (Revised Guidelines on Class and Work Suspension in Schools During Disasters and Emergencies), DepEd institutionalizes the Edukahon as part of its Learning Continuity strategies under the Bureau of Learner Support Services, in coordination with the Learning Systems Strand. All regional offices (ROs) and schools division offices (SDOs) shall ensure their prepositioning, customization, and rapid deployment in response to disasters and emergencies affecting schools.

 

4. This Memorandum shall apply to all DepEd offices, public schools, and community learning centers nationwide. The Edukahon shall be available in three types:

 

a. Edukahon for Schools. This package includes emergency response essentials and supplementary facilities intended to replace damaged ones for immediate school recovery and temporary learning spaces (Enclosure No. 1).

 

b. Edukahon for Teachers. This package is intended for instructional support, providing teachers with the necessary supplies and teaching resources (Enclosure No. 2).

 

c. Edukahon for Learners. This package is intended to provide learners with first aid and hygiene relief, as well as basic learning supplies (Enclosure No. 3).

 

Each Edukahon type has two configurations: Basic and Plus. The details of each configuration are included in the abovementioned Enclosures. The authorized office shall determine which type of package (Basic or Plus) will be assembled and distributed to the specific school, based on their need and the availability of resources.

 

5. The Edukahon is also customized based on the specific risks that schools and communities face. The Risk-Specific Edukahon contains emergency response supplies, basic necessities, and temporary learning space materials to ensure the safety of learners and teachers, and the continuity of education while disaster-stricken schools and communities recover. It is available in two types:

 

a. Risk-Specific Edukahon for Floods (Enclosure No. 4), and

b. Risk-Specific Edukahon for Earthquakes and Volcanic Eruptions (Enclosure No. 5):

 

6. The following implementation arrangements shall be observed in the provision of the Edukahon:

 

a. Customization of Content

The contents of the Edukahon may be customized based on the recipient and the contextual needs of affected schools. 

 

Enclosure No. 1 provides further information on the content of each Edukahon type.

 

b. Deployment Protocol of Edukahon Packages

The Disaster Risk Reduction and Management Service (DRRMS), in coordination with the Regional and Division Social Mobilization and Networking Section, shall oversee prepositioning, requests, and deployment of Edukahon packages.

 

c. Funding Source

The funding for the initial rollout of Edukahon shall be sourced from available funds under the Basic Education Curriculum and shall be downloaded to the concerned ROs and SDOs.

 

d. Monitoring and Evaluation

ROs and SDOs shall submit deployment reports to ensure accountability and inform improvement.
