ADMINISTRATION OF THE JALANDONI ESTATE AND THE ESTABLISHMENT OF A MANAGEMENT SUPPORT COMMITTEE

1. On October 12, 1921, Don Esteban Lopez Jalandoni (Don Jalandoni) left a Last Will and Testament 1 benevolently bequeathing all his properties existing in the Philippine Islands and those that could be had or acquired in any part of the archipelago or other parts of the world by chance, to the Office of Education by the Government of the Philippine Islands (Jalandoni Estate).

 

2. Pursuant to the Last Will and Testament of Don Jalandoni, the administration and management of the Jalandoni Estate is vested in the Secretary of Education. This is in line with the Department of Education's (DepEd) commitment to ensure all of its non-school properties are titled and well accounted for so as to fully maximize. the use of these assets for the benefit of the Department's mandate.

 

3. To assist the Secretary of Education, a Management Support Committee (MSC) is established for an effective and efficient transition of administration. The MSC shall immediately convene to discuss the internal and external operational issues, administrative matters, and all pertinent concerns that require immediate attention, action, and support from the Secretary of Education and the DepEd Central Office management.

 

4. The MSC for the Jalandoni Estate shall be composed of the following officials:

 

Chairperson:      Undersecretary for Administration

Co-Chairperson:            Undersecretary for Legal and Legislative Affairs

                                       Undersecretary for Human Resource and Organizational Development

                                       Undersecretary for Finance

 

Adviser:             Undersecretary for Head of Procuring Entity

 

Members:                       Assistant Secretary for Administration

                                       Assistant Secretary for Finance

                                       Director IV, Legal Service

                                       Regional Director, Region VI

 

Secretariat:                     Office of the Undersecretary for Administration

                                       Real Estate and Property Management Office

DepEd Regional Office, Region VI

 

5. The Jalandoni Estate MSC shall provide necessary advisory and policymaking assistance and shall perform the following functions:

 

a. Recommend policies for the approval of the Secretary of Education, which will effectively improve the administration and management of the properties of the Jalandoni Estate;

 

b. Provide advisory assistance in addressing problems and/or disputes concerning the ownership of the properties of the Jalandoni Estate by DepEd; 

 

c. Ensure effective implementation of the approved policies and actions, and activities relating to the operations of Jalandoni Estate; and

 

d. All other acts necessary to implement the objectives of the MSC.

 

6. The Jalandoni Estate MSC will conduct a regular quarterly meeting immediately after the date of signing of this Memorandum.

 

7. Immediate dissemination of this Memorandum is desired.
