127th ANNIVERSARY OF THE PROCLAMATION OF PHILIPPINE INDEPENDENCE

1. Pursuant to Proclamation No. 110, s. 1963, titled Declaring June 12 as Philippine Independence Day, Administrative Order No. 23, s. 2011, titled Creating a Steering Committee on National Observances, and Memorandum Circular No. 77, s. 2025, all departments, bureaus, offices, government agencies, and government-owned and controlled corporations are mandated to give full support, assistance and cooperation to the National Steering Committee (NSC), chaired by the National Historical Commission of the Philippines (NHCP), in the celebration of the Philippine Independence Day. The Department of Education (DepEd) will participate in the commemoration of the 127th Anniversary of the Proclamation of Philippine Independence with the theme, Kalayaan, Kinabukasan, Kasaysayan, from May 28 to June 30, 2025.
2. The celebration aims to
a. commemorate the heroism, patriotism, and self-sacrifice of our Filipino forefathers in the struggle for independence;
b. instill in the hearts and minds of the youth the greatness of the Filipino race, the legacy of their national heroes, and the ideals of their nationhood;and
c. show unity and strength during challenging times.
3. To commemorate the 127th Anniversary of Philippine Independence and to observe the National Flag Day, DepEd Central Office (CO), regional offices (RO), schools division offices (SDO), and schools are encouraged to undertake the following activities:
a. Simultaneous Flag Raising in schools or historical sites on June 12, 2025;
b. Pampamahalaang Programa at Serbisyo, an exhibit that will showcase the programs and services of various government offices on June 10-11, 2025 (Tuesday and Wednesday), from 8:00 a.m. to 5:00 p.m. in Rizal Park, Roxas Boulevard, Manila
c. Display of the Philippine Flag in the schools, offices, and residences of all teaching and nonteaching personnel from May 15 to June 30, 2025;
d. Conduct of symposium and/ or round table discussion to raise awareness on the event, and propagate values like nationalism, patriotism, and love of country, which the Filipinos exhibited during the trying periods of the country;
e. A month-long sharing of insights on the same topic is encouraged during the flag raising ceremony at the ROs and SDOs to be spearheaded by the Araling Panlipunan Supervisors; and
f. Other creative and fitting activities.
4. All DepEd officials at the national, regional, SDOs, schools, and nonteaching personnel are encouraged to participate actively in the scheduled national and local activities. Details are included in Enclosure No. 1 of this Memorandum.
5. DepEd requests the support, assistance, and cooperation of the regions and their respective SDOs stated in the enclosure for the Simultaneous Flag Raising and Wreath-Laying Ceremonies on June 12, 2025, 8:00 a.m. at various historical sites and venues. The Department also supports the traditional Parada ng Kalayaan on June 12, 2025, 8:00 a.m. at the Quirino Grandstand, Rizal Park, Manila, which will be participated in by various local government units (LG Us) with significant historical events.
6. Teachers who will attend the activity scheduled on weekends (Saturday and/ or Sunday) or holidays will be given one day service credit depending on the number of weekends/holidays the activity falls on, as provided in DepEd Order (DO) No. 53, s. 2003 titled Updated Guidelines on Grant of Vacation Service Credits to Teachers (Item 1.d.k), as amended by DO 84, s. 2003 (Addendum to DepEd Order No. 53, s. 2003).
7. Participation of teachers from public and private schools shall be purely voluntary and shall not hamper instructional time in compliance with the provisions of DO 012, s. 2025 titled Multi-Year Implementing Guidelines on the School Calendar and Activities and DO 9, s. 2005 titled Instituting Measures to Increase Engaged Time-on-Task and Ensuring Compliance Therewith and the policy on off-campus activities stated in DO 66, s. 2017.
8. Travel expenses (transportation and per diem) of the Technical Working Group (TWG), meals, documentation, supplies and materials, preparatory, and other incidental expenses on May 28-June 30, 2025, shall be charged to the 2025 Building Partnership and Linkages Program (BPLP), whereas exhibitors' travel expenses from various DepEd offices and participating schools, and the materials production of flyers, tarpaulins, and other materials shall be charged to local funds, subject to the usual accounting and auditing rules and regulations. The list of the TWG is provided in Enclosure No. 2.
9. Travel expenses, meals, and preparation expenses of teachers and learners from participating LGUs may be authorized and chargeable to their respective local funds, local school board funds, and other sources as available, subject to the availability thereof and in compliance with existing accounting and auditing rules and regulations as stated in Memorandum Circular No. 2025-027 dated March 14, 2025 (Enclosure No. 3).
