DISSEMINATION OF THE IMPLEMENTING RULES AND REGULATIONS (IRR) OF REPUBLIC ACT NO. 11106, OTHERWISE KNOWN AS THE FILIPINO SIGN LANGUAGE ACT

1. For the information and guidance of all concerned, enclosed is a copy of the Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 11106 titled An Act Declaring the Filipino Sign Language as the National Sign Language of the Filipino Deaf and the Official Sign Language of Government in All Transactions involving the Deaf, and Mandating its Use in Schools, Broadcast Media, and Workplaces, otherwise known as The Filipino Sign Language Act.
2. The dissemination of the IRR of RA 11106 highlights the Department of Education's (DepEd) commitment to fostering inclusivity and accessibility for deaf learners. This aligns with DepEd's mandate to ensure equitable access to quality education by promoting the use of Filipino Sign Language (FSL) as a vital tool for communication and learning.
3. Pursuant to Section 32 of the IRR, these Rules and Regulations shall take effect fifteen (15) days after its publication in one (1) newspaper of general circulation or in the Official Gazette. These Rules and Regulations were published in the Official Gazette on 7 February 2022. Consequently, it took effect on 22 February 2022.
4. All regional offices, schools division offices, and public and private schools are hereby directed to implement the provisions of RA 11106 and its IRR to advance the use of FSL as the national sign language. This includes its integration into educational institutions, government transactions, and workplaces to foster inclusivity and accessibility for the Filipino Deaf community.
