APPLICATION TIMELINE FOR THE SENIOR HIGH SCHOOL VOUCHER PROGRAM AND BILLING PROCESSING TIMELINES FOR GASTPE PROGRAMS FOR THE SCHOOL YEAR 2025-2026

1. The Department of Education (DepEd) issues this Memorandum to guide DepEd implementers, private senior high schools (SHSs), parents/guardians, and learners on the timeline for the implementation of the Senior High School Voucher Program (SHS VP) for school year (SY) 2025-2026, pursuant to Sections XIV and XVIl(d) of DepEd Order (DO) No. 020, s. 2023 titled Guidelines on the Implementation of the Senior High School Voucher Program, while it remains in effect.
2. The application for SHS VP begins annually before the start of the school year. Eligible voucher applicants (VAs) shall submit their applications online through the Online Voucher Application Portal (OVAP) at https://ovap.peac.org.ph. The portal will be accessible only at the start of the application period.
3. The timeline for the SHS VP application process for SY 2025-2026 is as follows:

The release of QVA Certificates will be until September 12, 2025 only.
4. For learners under the following categories, VAs may submit their Certificate of Completion (CoC), Certificate of Rating (CoR), or Alternative Learning System (ALS) Form 5 (AF5) through OVAP until August 29, 2025:

5. Voucher redemption begins on August 1, 2025, and ends on November 7, 2025. Vouchers not redeemed within the prescribed period shall no longer be valid.
6. For learner eligibility, voucher categories, documentary requirements, voucher application procedures, and other details, please refer to DO 020, s. 2023.
7. The Government Assistance and Subsidies Service-Operations and Data Management Division (GASS-ODMD) and the Private Education Assistance Committee National Secretariat (PEAC NS) shall process billing statements for SHS VP submitted by participating private schools. The timeline for processing SHS VP billing statements follows the same schedule as the Educational Service Contracting (ESC) program. Accordingly, this Memorandum also includes the timeline for the processing of billing statements for ESC and the Teachers' Salary Subsidy (TSS) for SY 2025-2026, to be followed by participating private schools, DepEd implementers, and PEAC NS:
