MODELING OF THE DELIVERY UNIT IN THE DEPARTMENT OF EDUCATION CENTRAL OFFICE AND REGIONAL OFFICES I, III, VIII, IX, AND CORDILLERA ADMINISTRATIVE REGION

1. In support of the decentralization effort of the new administration and in line with the 5-Point Reform Agenda - Strategic Plan for the Basic Education Sector in the Philippines, the Department of Education (DepEd) issues this Memorandum for the Modeling of the Delivery Unit in DepEd Central Office (CO) and Regional Offices (ROs) I, III, VIII, IX, and Cordillera Administrative Region (CAR) which aims to implement the provisions of Republic Act No. 9155, otherwise known as Governance of Basic Education Act of 2001, that articulates decentralization of governance and resources, and provides DepEd with the authority, accountability, and responsibility in formulating, planning, implementing, and coordinating plans, programs, and projects in the field of basic education.
2. With the assistance of RTI International and the Second Congressional Commission on Education (EDCOM II), the Delivery Associates, a global advisory firm specializing in helping public and social sector organizations achieve impact through data-driven implementation, conducted a deep-dive review of the Philippine education system, identifying systemic issues that will significantly impact efforts to implement the key outcomes, namely: (1) High performing teachers; (2) Learners' physical and mental well-being protected; (3) Efficient and supportive governance structure; (4) High quality of education; and (5) Empowered and employable Filipinos. Consequently, to ensure DepEd's capacity to deliver, the Delivery Associates have identified the following two (2) critical steps: (1) set a handful of ambitious, yet realistic targets to focus the system on learning outcomes and build data capability; and (2) establish a lean, cross-functional and high performing Delivery Unit internal to DepEd and reporting directly to the Secretary, to support the system in achieving these targets. In relation to the latter, DepEd establishes the Delivery Unit that focuses on implementing the government's priorities related to Basic Education.
3. The Delivery Unit shall focus on implementing the Department's priorities, supporting delivery planning, developing performance insights, monitoring progress, solving problems as they arise, and building the ongoing capability within the government to deploy critical public management skills.
4. The objectives of the Delivery Unit are to define the branding, organizational structure, staffing requirements and ways of working, and scope accountability mechanism and governance routines for achieving agreed targets and the deliverables are the Delivery Unit Design Framework and Delivery Unit Design Document which includes positioning, organizational structure, branding, key role requirements, and ways of working and routines.
5. As supported by the Delivery Associates, the Delivery Unit will
a. help the decision-makers in the CO and ROs focus on the core priorities, even when distractions arise;
b. develop long-term capability in delivery and high-quality problem solving across the system, including regions and divisions;
c. build effective relationships with public officials that balance support and challenge;
d. improve coordination within and across governance levels to accelerate reform; and
e. role model behaviors, creating a culture of delivery across governance levels.
6. The Delivery Unit shall be composed of its head and staff. Particularly, the head of the Delivery Unit shall have a deep understanding of the basic education system, have a strong track record in delivery, and be adept at building strong partnerships with key senior stakeholders. The Delivery Unit staff are typically organized by priority/target themes set by the decision-makers, with cross-cutting administrative and data teams providing support. Organizing the Delivery Unit by priority themes/targets promotes strong relationships with key stakeholders and deep expertise in the priority theme/target, which in turn builds the required credibility to effectively work with the system.
7. The Delivery Unit shall be operationalized under the Office of the Undersecretary for Operations with technical support from the Strategic Management strand and shall be established at the CO and ROs I, III, VIII, IX, and CAR. The five ROs were selected through the result of Readiness Index (RI) which identified that those offices are mostready for decentralization.
8. A separate Memorandum shall be issued for the personnel to be designated under the Delivery Unit of DepEd CO.
