DepEd Memorandum No. 048, s. 2024, amends DepEd Memorandum No. 090, s. 2022, regarding the reconstitution of the National Search Committee (NSC) for Third Level Positions. This amendment introduces a Screening Committee to assist in the evaluation and selection process of candidates for third-level positions within the Department of Education, such as bureau directors, regional directors, and schools division superintendents.

AMENDMENT TO DEPED MEMORANDUM NO. 090, s. 2022

(Reconstituting the National Search Committee for Third Level Positions)

1. A National Search Committee (NSC) was created under DepEd Memorandum (DM) No. 090, s. 2022 or Reconstituting the National Search Committee for Third Level Positions, to evaluate candidates and/or applicants for Third Level positions in the Department of Education (DepEd), such as bureau and service directors, regional directors (RDs), assistant regional directors (ARDs), schools division superintendents (SDSs), and assistant schools division superintendents (ASDSs).

 

2. The NSC, headed by the Secretary of Education as Chairperson, with all Undersecretaries as members shall review, formulate, and implement the Department's selection and promotion guidelines for Third Level officials/ officers based on the principles of merit, demonstrated competence, fitness, and opportunity for advancement to higher career positions.

 

3. In order to facilitate and assist the NSC's evaluation process, a Screening Committee is created to supervise and conduct interviews of applicants and/or candidates for third level positions, and to perform other relevant tasks as may be assigned by the NSC.

 

4. Effective immediately, the composition of the NSC Screening Committee is

reconstituted as follows:

President, Association of DepEd Directors (ADD)

 

President, Philippine Association of School Superintendents (PASS)

 

Executive Director, Career Executive Service Board (CESB), External Member

 

5. The Chairperson or President of the ADD, PASS, and CESB shall submit to the NSC-Screening Committee their duly alternate representative.

 

6. The Bureau of Human Resource and Organizational Development-Personnel Division (BHROD-PD) is designated as the Secretariat of the NSC and the NSC Screening Committee.

8. This Memorandum amends DM 090, s. 2022. This shall take effect immediately and shall remain effective until rescinded or revised.
