This memorandum revises the Management Support Committee (MSC) for the Baguio Teachers Camp (BTC), a heritage site under the administration of the Department of Education (DepEd). The BTC serves as a training center and venue for various events, contributing significantly to the annual income of DepEd.

REVISED MANAGEMENT SUPPORT COMMITTEE FOR BAGUIO TEACHERS CAMP

1. The Baguio Teachers Camp (BTC) was created by virtue of Presidential Proclamation No. 290 dated July 18, 1988, titled Declaring Certain Parcels of Land of the Public Domain Situation in the City of Baguio, Island of Luzon as Teacher's Camp Reservation under the administration of the Department of Education, Culture, and Sports.

 

2. The BTC was declared as a heritage site in 2005 and 2008 by the Baguio City Government and the National Government through the National Heritage Commission. It is known to be a teachers' training center and venue for events and seminars of the Department of Education (DepEd), Local Government Units, and other public and private organizations. It also serves as a vacation site for teachers and their families, including other government employees, with discount rates.

 

3. From 2014 to 2022, the BTC had an average annual gross income of P40M from the rentals for the use of dormitories, cottages, and other facilities and with an average annual occupancy of 300,000 individuals. As such, it is imperative to fully sustain the BTC as a viable source of income to finance its operation.

 

4. Moving towards development, the internal and external operational issues, problems, and concerns affecting its smooth operations, require immediate attention and support from the DepEd Central Office management.

 

5. In view of this, DepEd reconstitutes the Management Support Committee (MSC) for the BTC with the following composition:

Undersecretary for Human Resource and Organizational Development

Members                        :           Assistant Secretary for Administration

Assistance Secretary for Operations

Assistant Secretary for Legal and Legislative Affairs

Director, National Educators Academy of the Philippines

Regional Directory, Cordillera Administrative Region

Secretariat                      :           Office of the Undersecretary for Administration

Office of the Assistant Secretary for Administration

Office of the Undersecretary for Finance

BTC Chief of Finance

BTC Chief Administrative Officer

 

6. The MSC shall provide necessary advisory and policy-making assistance to the BTC and shall perform the following functions:

 

a. recommend policies, which will effectively improve the administration and management of BTC;

b. provide advisory assistance in addressing problems and/or disputes concerning the ownership of BTC by DepEd; and

c. ensure effective implementation of recommended and approved actions and activities relating to the operations of BTC.

 

7. This supersedes DepEd Memorandum No. 007 s. 2023[Reconstitution of the Management Support Committee for Baguio Teachers Camp (Amendment to DepEd Memorandum No. 045, s. 2018)]. All other issuances inconsistent with this Memorandum are hereby revoked/repealed accordingly.

 

8. BTC-MSC will conduct a regular monthly meeting starting January 2024.

 

9. Immediate dissemination of this Memorandum is desired.
