To:      Undersecretaries

All Others Concerned

1. The Philippine Commission on Women (PCW), in coordination with the Inter-Agency Council on Violence Against Women and their Children (IACVAWC), spearheads the nationwide 2023 Observance of the 18-Day Campaign to End Violence Against Women (VAW) with the theme, UNITED for a VAW-free Philippines from November 25 to December 12, 2023.

2. This campaign is pursuant to Presidential Proclamation No. 1172, s. 2006, Declaring November 25 to December 12 of Every Year as the 18-Day Campaign to End Violence Against Women, and Republic Act No. 10398, Declaring November 25 of Every Year as the National Consciousness Day for the Elimination of Violence Against Women and Children.

3. The campaign is an opportune time for the Department of Education (DepEd) to further the MATATAG agenda of inclusive education through the implementation of Gender and Development (GAD) programs, projects, and activities (PPAs) in line with the Department's mandate of providing gender-responsive basic education.

4. To promote public awareness about the campaign, all DepEd offices, including the central, regional, schools division offices, and schools are encouraged to undertake the following suggested activities:

a. Hanging of streamer bearing this year's campaign theme. Streamer design and specifications can be downloaded from this link: https://bit.ly/3RcomaV;

b. Uploading of the official logo, advocacy videos, and materials on the national, regional, or schools' official website or social media accounts;

c. Acquisition of information, education, and communication (IEC) materials for distribution to clientele. Securing available GAD learning resources will provide DepEd field offices with a wider reach in disseminating much-needed information to the learners, their families, and other stakeholders;

d. Participate in the #VAWfreePH and #VowToEndVAW Commitment Campaign through online posting of photos with the Stop VAW sign to allow the public to express their thoughts and suggestions on how to achieve a VAW-free Philippines. They can post their Stop VAW photos under the hashtag #VowToEndVAW;

e. Participate through comments or calls, support and share the Anti-VAWlitaktakan Online Program which will be shown live on the PCW Facebook page and YouTube channel on December 5 and 12, 2023;

f. Sharing of social media materials on VAWck to Basics Series where a dedicated number of days will be allotted to specific topics on VAW and YAW-related laws; and

g. For regional/field offices, coordinating with other government regional offices or local government units (LGUs) for inter-agency/LGU collaboration in holding regional and local activities. Requirements and materials relative to the program can be downloaded from the PCW's website.

5. Expenses related to the 2023 Observance of the 18-Day Campaign to End VAW shall be charged to the GAD Budget of offices and schools, subject to the usual accounting and auditing rules and regulations. The campaign may also be reflected in the 2023 GAD Accomplishment Reports of each office and school.
