LANGUAGE AND INCLUSION SUMMIT

1. The Department of Education (DepEd), through the Curriculum and Teaching Strand, in partnership with USAID ABC+, will conduct the Language and Inclusion Summit with the theme, Language and Inclusion: Promoting Diversity, Inclusivity, and Equity for All Filipino Learners, on May 19-20, 2023 at Manila Marriott Hotel, Pasay City.

 

2. The Language and Inclusion Summit envisions the true realization of inclusion in education by placing a premium on the richness of our language and celebrating the diversity of our country. It will present action points and recommendations from the Language and Inclusion Pre-Summit held on May 4-5, 2023, and will feature plenary sessions, panel discussions, presentations, and exhibits that aim to promote a better understanding of the role of language in promoting inclusion and literacy.

 

3. Specifically, the Summit aims to

 

a. present empirical data on the importance of language and inclusion;

b. promote a better understanding of the first language-based multilingual education and the role of languages in promoting inclusion and literacy;

c. showcase initiatives/good practices on the implementation of language and inclusion policies and programs (Mother-Tongue-Based Multilingual Education (MTB-MLE), Special Needs Education (SNEd), Madrasah Education, Indigenous Peoples Education (IPEd), and Alternative Learning System [ALS]); and

d. gather commitment from stakeholders to support the implementation of language and inclusion policies and programs.

 

4. In line with the Department's strong commitments articulated in Basic Education Development Plan (BEDP) 2030 on addressing learning loss along the pillars of access, equity, quality, well-being, and resilience, and the MATATAG:Bansang Makabata, Batang Makabansa Agenda on promoting learner well-being, inclusive education, and a positive learning environment, the Summit is expected to contribute much toward strengthening the Department's language and inclusion programs by presenting evidence-based data/inputs and research on the significance of language and inclusion, as well as proposed solutions and policy recommendations to proactively address the lingering issues and challenges in program implementation.

 

5. The Summit shall be participated by DepEd officials, instructional leaders, field implementers, program partners/ organizations, legislators, policy/ decision-makers, and other stakeholders regarded as champions and advocates of language and inclusion in the country.

 

6. Regional offices (ROs) shall identify their participants composed of the following:

 

7. Participants who meet at least two of the following qualifications shall be identified:

 

a. demonstrated strong advocacy on language and inclusion in their respective region, district, or school;

b. spearheaded the development of quality teaching and learning resources in support of language and inclusion programs;

c. published research papers/articles on language and/or inclusion; and

d. received recognition for their office/school's initiatives or practices in promoting language and inclusion programs.

 

8. The official list of identified participants (see Enclosure No. 1) must be submitted not later than May 12, 2023, through email at bld.od@deped.gov.ph.

 

9. Participants are expected to arrive at the venue on the first day of the Summit before the start of the opening program at 8:30 a.m. The indicative program of activities is provided in Enclosure No. 2. An advisory shall be issued governing the accommodation of participants from field offices.

 

10. All ROs are highly encouraged to participate in the Teaching and Learning Resources Exhibit during the Summit to showcase their teaching and learning materials developed and used in schools in support of the delivery of language and inclusion programs. See Enclosure No. 3 for the exhibit guidelines.

 

11. Further, ROs are requested to prepare and submit a one-minute advocacy video on how language/inclusion programs can promote high-quality and inclusive teaching and learning and another three-minute exhibit video showcasing their initiatives, challenges, and practices to support the efficient implementation of language and inclusion programs not later than May 15, 2023. Video presentation guidelines are provided in Enclosure No. 4.

 

12. Transportation expenses and per diem of participants from field offices shall be charged against the Program Support Funds (PSF) to be downloaded to DepEd Ros and/or Local Funds, subject to the usual government accounting and auditing rules and regulations. This Memorandum serves as the Travel Authority of participants.

GUIDELINES FOR TEACHING AND LEARNING RESOURCES EXHIBIT

 

1. All Regional Offices (ROs) are highly encouraged to participate in the Teaching and Learning Resources Exhibit to showcase their teaching and learning materials developed and used in schools in support of the delivery of language and inclusion programs (MTB-MLE, SNEd, Madrasah, IPEd, and ALS). The Exhibit shall formally commence on the first day of the Summit, May 19, 2023, at 9:40 AM until the end of the Summit.

 

2. Before the start of the opening program of the Summit, ROs shall bring, organize, and display in the venue their own teaching and learning materials for the aforesaid language and inclusion programs.

 

3. ROs shall ensure that the materials to be showcased are inclusive, qualityassured, and developmentally and culturally appropriate for target learners.

 

4. ROs shall have their designated area in the venue where they can organize and display their materials. Tables and chairs shall be provided. However, supplies, tools, and equipment, if necessary, shall be provided by them.

 

5. ROs shall be responsible for the transportation of their materials to and from the venue.

 

6. There shall be at least two (2) presenters per RO who shall present and explain the showcased teaching and learning materials (development, quality assurance, and distribution process, feedback from schools, teachers, and learners, how these resources contribute to quality teaching and learning, etc.) as well as the initiatives/practices they have done to address the issues and challenges in language and inclusion program implementation. The presenters will come from the identified participants of each region.

 

7. ROs shall be responsible for attending to/securing their materials. They shall retrieve the materials before the closing program of the Summit and ensure the cleanliness of their designated area before and after the Summit.

 

8. Creativity in showcasing the materials shall be appreciated but must not lead to extravagant spending of funds. Hence, the use of already available supplies and recycled materials is highly encouraged.

GUIDELINES FOR VIDEO PRESENTATIONS

2. Through a one-minute promotional video, ROs shall showcase how a specific language/inclusion program contributes to high-quality and inclusive teaching and learning. Specifically, the video shall contain reallife classroom scenarios, such as but not limited to the following:

 

a. learners’ learning difficulties in understanding the lessons are addressed by a teacher using a mother tongue that learners can understand;

b. deaf learners are engaged with their class due to their teacher’s use of Filipino Sign Language (FSL);

c. inclusive, quality-assured, and developmentally and culturally appropriate materials are used by a teacher during the class resulting in learners’ active participation and lesson mastery; and

d. appropriate Arabic stories/texts are employed by Asatidz (ALIVE teachers) to effectively teach Arabic language and Islamic values to their learners.

 

3. Through a three-minute video, ROs shall showcase their initiatives and practices to support the efficient implementation of DepEd’s language and inclusion programs. They may also highlight the issues and challenges encountered which have been proactively addressed by such initiatives and practices. 

 

4. The videos shall be presented during the Summit to be live-streamed via DepEd Philippines Facebook Page. Hence, ROs shall ensure that their videos are inclusive, quality-assured, and appropriate for participants.

 

5. In adherence to the indicative schedules of the Summit program, ROs shall ensure that their videos are within the time duration specified above.

 

6. The use of the mother tongue and/or Filipino in the voice-over of videos shall be appreciated. However, for the benefit of some audiences who are native English speakers and those who are not familiar with the mother tongue used in the voice-over, all videos shall display captions in English.

 

7. Creativity in the production and editing of videos shall be appreciated but must not lead to extravagant spending of funds.

 

8. ROs shall send their video presentations not later than May 15, 2023, through email at bld.od@deped.gov.ph.
