ADDENDUM TO THE EFFECTIVITY OF DEPED ORDER NO. 019, S. 2022

1.         In view of the ongoing legal review of the omnibus guidelines on recruitment, selection, and appointments (RSA) which shall commence and facilitate the full implementation of the Department of Education (DepEd) Merit Selection Plan (MSP), this is to further defer the effectivity of DepEd Order (DO) No. 019, s. 2022 (The Department of Education Merit Selection Plan) until the Guidelines on Recruitment, Selection, and Appointment in the Department of Education is issued to govern all hiring and promotion of personnel in the Department.

 

2.         As such, all ongoing recruitment, assessment, and selection processes based on prior publication and posting shall continue to be governed by existing guidelines, as applicable; provided that the appointments in relation thereto are issued prior to the effectivity of the new RSA guidelines. 

 

Further, all vacancies, except for Teacher I positions, that are published and posted prior to the effectivity of the new RSA guidelines but have yet to commence with the assessment process shall be subjected to the criteria and point system as stipulated in the new guidelines.

 

The School Year (SY) 2022-2023 Registry of Qualified Applicants (RQA) for Teacher I shall be valid until the end of the current school year. The new RSA guidelines shall apply in the assessment of applicants starting SY 2023-2024.

 

3.         It is reiterated that all vacant positions shall be filled-up without delay.

 

4.         In addition, the conduct of re-orientation and simulation activities intended for the Human Resource Merit Promotion and Selection Board (HRMPSB) and its subsequent cascading to the sub-committees, applicants, personnel, and other stakeholders, shall continue pending the issuance of the RSA Guidelines.

 

5.         In view of the above, all heads of offices in each governance level, appointing officers/authorities, HRMPSBs, Human Resource Management Officers (HRMOs), and all others concerned shall employ the necessary transitory measures laid down under DepEd Memorandum (DM) No. 041, s. 2022.
