CREATION OF THE STEERING COMMITTEE AND TECHNICAL WORKING GROUP FOR THE DEVELOPMENT OF THE NATIONAL MATHEMATICS PROGRAM

1. The urgency to recover from the adverse impact of the COVID-19 Pandemic on learning outcomes is an opportunity for reform in the Philippine basic education sector. To build back better, greater attention must be directed toward helping Filipino learners gain the foundational competencies they need to thrive in a rapidly changing world.
2. One of the targets of Sustainable Development Goal 4 (SDG 4) is to ensure that all youth and a substantial proportion of adults, both men and women, achieve literacy and numeracy (United Nations, 2015). Being numerate goes beyond mastery of basic mathematics; it is being critically aware of connections between mathematics and the real world. However, in the most recent cycles of three recent international large-scale assessments, most Filipino students lag significantly behind in mathematics achievement for their respective grades. Given the elevated expectations to effectively reduce learning gaps and help students acquire a wider range of competencies, a significant investment in numeracy and mathematics development especially in the elementary grades is highly imperative.
3. Anchored on the vision of the Basic Education Development Plan 2030, the Department of Education (DepEd) shall embark on a national initiative that aims to set in motion a collaborative action to promote better numeracy and mathematics achievement in schools.
4. A Steering Committee (SC) and Technical Working Group (TWG) shall be created with the following composition and responsibilities:

The SC shall be responsible for the following:
a. define and approve the strategic orientations and workplan of the program, and any changes thereto, taking into consideration its impact on timelines, budget, and deliverables following applicable guidelines;
b. review the progress of the program against the approved work plan;
c. provide guidance on adjusting project strategies and resolving identified issues and risks;
d. support communication and dissemination of key project information; and
e. guide the development of partnerships with relevant stakeholders.

The TWG is expected to:
a. formulate the design of the proposed National Mathematics Program, including the work plan that sets the expected deliverables, budget, and timelines following applicable rules and regulations;
b. gather local and international data to establish baseline information on critical features of successful numeracy and mathematics initiatives;
c. develop implementation strategies to operationalize the National Mathematics Program;
d. establish a national mathematics database;
e. monitor the progress of the implementation of the program; and
f. provide regular updates to the Steering Committee.
5. The composition of the SC and TWG shall remain intact for at least three (3) years and shall fulfill their respective functions in every phase of the program including development, implementation, periodic reviews, and evaluation. It is the responsibility of the members to communicate and consult with their peers as appropriate. The BLD shall serve as the Secretariat of the National Mathematics Program and shall be expected to perform logistical and administrative functions to support the operations of its members. In case any member is unable to perform his/her function, the concerned member must recommend his/her replacement, subject to the approval of the Chairperson.
6. Expenses that shall be incurred relative to the functions of the SC, TWG, resource persons, consultants and Secretariat shall be charged to Flexible Learning Options (FLO), Basic Education Curriculum (BEC), or local funds, subject to the usual accounting and auditing rules and regulations.
